Job Description:
The primary role of the Senior Manager of Contracts is to provide leadership and oversight of the contracts organization for the Agile Development Group Division. The Senior Manager of Contracts is responsible for providing division leadership, direction, and guidance on commercial, international and U.S. Government contracting within the Agile Development Group Division.
Essential Functions:Lead the Agile Development Group Division Contracts organization to ensure optimum contractual support.Provide expert contractual direction and guidance in all phases of the business cycle (pre-proposal, proposal, negotiation, and post-award).Provide evaluation, solution based business and contractual guidance, and risk mitigation strategies for contractual and business obligations, opportunities, rights, and remedies.Establish and drive implementation of contract policies, processes, and procedures to ensure achievement of segment and corporate goals.Provide leadership, oversight, direction, and guidance of compliance awareness with contract and regulatory requirements as well as L3Harris policies and procedures.Provide direction and guidance in establishing consistent training objectives to enhance employee competencies and skills for a best-in-class contracts organization.Work in, and lead a team of contract managers in, a classified environment.Develop strong, ongoing relationships with internal/external customers throughout the business cycle.Review division level proposals to ensure they meet company policy and customer solicitation requirements; determine the applicability of government/international laws and regulations.Ensure that compliance issues and concerns are appropriately evaluated, investigated, resolved and reported accordingly.Utilize risk management methodologies to assess and minimize risk to the company.Lead team in negotiation preparation and negotiation execution to ensure L3Harris enters strong deals.Work closely with government contacts and multi-function corporate representatives i.e., program management, engineering, finance, legal, trade compliance, etc.Participate in initiatives; promote continuous improvement and best in class contracting.Qualifications:
Bachelor's Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience.In lieu of a degree 16+ years of experience with leadership in contracts management, including overseeing large, complex proposals and negotiations.Secret security clearance is required with ability to obtain Top Secret10+ years of experience with leading large, geographically dispersed contracts organizations.Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, and other US government procurement regulation.Proven ability to provide both strategic and tactical support and guidance in contractual matters, strong business acumen.Ability to think critically and develop creative solutions.Requires mastery level knowledge within a specific technical area or multiple job areas. Viewed as an expert and/or resource within the field by peers in and outside the organization.Preferred Additional Skills:
Advanced education within the discipline, or an MBA.Demonstrated business acumen/finance experience.Demonstrated ability to build relationships.Strong verbal and written communication skills are a must.NCMA professional certifications (CPCM, CFCM, etc.) are a strong plus.
