Purpose of the Position
The purpose of this position is to direct daily Metro Ride operations and assist the Transit Director in planning, administering, and organizing transit functions. This position assists the director with grants, reporting, and the development of programs and policies. The Deputy Transit Director assumes additional supervisory responsibilities in the absence of The Transit Director.Essential Duties and Responsibilities
Responsible for finding and writing grants for the agency. Follows Federal, State, and Local guidelines when applying for grants on behalf of the agency.Assists with Federal Transit Administration and Wisconsin DOT reports regarding City transit activities.Assists in procurement and purchasing, when needed, for the agency. Follows all Federal, State, and Local guidelines when purchasing.Oversees day to day operations of the transit system.Oversees FTA Drug & Alcohol Program.Interviews and hires personnel.Serves as first point of contact for issues relating to the labor agreement. Escalates to Director when necessary. Assigns work, trains employees, provides guidance, determines disciplinary action consistent with the labor agreement and department policies.Prepares materials and presents educational information to customers regarding transit opportunities.Prepares training, accident, and discipline and attendance reports.Serves as direct supervisor for Operations Supervisors. Trains, develops, guides, and corrects Operations Supervisors.Analyzes operations for efficiency and effectiveness. Evaluates safety procedures, policies and needs. Participates in policy development. Monitors safety training and procedures.Investigates accidents and determines preventability.Develops and implements policies and procedures including the responsibility of employee safety.Consults with insurance carriers on issues of safety and loss.Consults with school districts on issues of student transportation.Consults with police department and emergency government on issues of safety and security.Keeps abreast of State and Federal requirements relating to safety, security, and vehicle operations.Performs duties of subordinates as necessary in their absence.Additional Duties and ResponsibilitiesParticipate as a member of Labor Management Committee.Perform Dispatch and customer service functions.Perform daily payroll and finance duties for Metro Ride.Perform weekly schedule.Count money and prepare deposit from the previous day.Participate in the grievance process, arbitration, or other hearings.Perform all related functions as assigned.Minimum Requirements
Bachelor's degree in Business Administration, Management, Public Administration, Planning, Transportation or related field, andThree (3) or more years of progressively responsible transportation administration experience, andPossession of a valid Driver's License, andAbility to obtain and maintain a Wisconsin Commercial Driver's License (CDL). Paid training is provided by the department to meet this requirement.A combination of education and experience that provides equivalent knowledge, skills, and abilities to successfully perform this position may be considered.
