CIVIL ENGINEER

DefinitionEngineering work involving surveying, construction inspection, plan review, coordinating permits, and preparation of engineering drawings, cost estimates, bid documents, and all other related work, as required.

SupervisionWorks under the general direction of the Town Engineer and/or senior staff. Work follows established procedures to ensure completion of assignments according to a prescribed time schedule; questionable cases are referred to a supervisor.

Perform a variety of responsible functions, requiring knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures.

Work EnvironmentWork is generally performed under typical office conditions and at project sites, with some exposure to variable weather conditions, loud noise, and hazards associated with construction sites, such as; working around heavy equipment, uneven footing, and fumes or airborne particles.

The employee may be required to operate survey equipment, including a total station, gps rover and other data collection equipment. Work may also require the use of hand tools, office equipment, computers, light trucks, and automobiles. The employee will also utilize computer software for design and drafting, hydraulic and hydrological modeling, GIS data collection/entry, permit oversight, and other pertinent tasks.

The employee makes frequent contact with the general public, contractors, and local and state agencies to answer questions, coordinate work, and address complaints. The employee also frequently interacts with other Town departments, including Department of Public Works, Inspectional Services, and Public Safety Departments, conveying complex information accurately, tactfully, and with discretion.

The employee may have access to some department-related confidential information.

Errors during performance of work may result in time and monetary loss to the Town and poor public relations. Errors in judgment could result in delay or loss of service to projects and town utilities.

Essential Duties and ResponsibilitiesThe essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Prepare design plans and construction specifications for construction of streets; curbs and sidewalks; drainage, sewer and water systems; parks; and other Town projects.

Prepare contracts, estimates of costs and administer bidding and contract requirements as well as evaluating and determining quantities and payments.

Instruct contractors and inspect construction projects, including road work, sewer and water mains and monitor work to ensure that construction meets specifications and accepted standards and requirements.

Administer and assist with the construction permitting and inspection system.

Perform review of site plans and documents as they relate to construction projects, utility installations, road permits, stormwater mitigation and work within the right of way.

As it relates to the work above, employee may be required to perform surveying assignments, prepare field notes, calculate slope and grades and develop plans and profiles.

Assist with administration of permits, plans and records, data management, inventory tracking and analysis of Town infrastructure, and other pertinent tasks necessary to efficiently organize and plan Town capital projects.

Respond to inquiries from the public pertaining to Town construction projects and provide pertinent information to assist with problems and concerns in person or through telephone inquiries.

Perform other engineering or related work as required or as situations dictate.

Recommended Minimum Qualifications

Education and ExperienceBachelor's Degree in civil engineering andtwo to four years of experience, or an equivalent combination of education and experience, in a construction or engineering/design related field. Must include experience in design, construction, surveying and cost estimating.

Additional RequirementsEngineer in Training (EIT) Certification or ability to obtain within 2 years.

OSHA 10 Construction Safety and Health Training or ability to obtain within 6 months.

Valid Massachusetts motor vehicle operator's license.

Knowledge, Ability and SkillKnowledge of the principles and practices of civil engineering, land surveying and construction practices. Knowledge of public construction contracts and cost estimating.

Computer technical skills include Microsoft Office, especially Excel for data analysis; AutoCAD Civil 3D (version 2013 or later); HydroCad; ArcGIS, and ArcGIS Online; GPS rover for data collection; and total station.

Ability to work independently, as part of a team, and under the direct guidance of the Town Engineer. Effective communication with teammates, Town staff, contractors, and the public. Ability to operate surveying equipment and drafting instruments. Ability to keep accurate and detailed notes and records. Ability to read and interpret plans, specifications, and other engineering instruction documents. Ability to analyze, identify and solve complex problems.

Physical RequirementsMinimal physical effort is required to perform most duties. The employee is required to stand, walk, sit, speak and hear; use hands to operate equipment; climb, stoop and reach with hands and arms. Agility is required to access construction sites and the employee is routinely required to move items weighing up to 30 pounds, and occasionally required to move items weighing 60 pounds, or more. Vision requirements include the ability to read routine and complex documents, use a computer and other mobile devices, and operate an automobile.
