Purpose and Summary

Administer and maintain websites, applications and databases to ensure reliability, confidentiality, integrity and availability of County data, as well as compliance with State and Federal laws and standards.Essential Duties

Perform system administrator functions to include account management on enterprise financial, human resources and payroll applications, website content management system (CMS), and document management applications.Specific duties related to Enterprise Resource Planning (ERP) system project.Monitor and maintain websites for accessibility and compliance with Americans with Disabilities Act (ADA).Work closely with Technical Management Team to apply operating system updates and patches to application, web and database servers.Compile and maintain system administrator documentation.Meet with County stakeholders to identify areas for improvements with applications utilized by the departments.Work closely with Analysts to understand departmental operational needs, develop system requirements to support those needs, and implement identified requirements.Work with 3rd party vendors to develop and implement systems integrations with existing County applications.Troubleshoot application layer issues reported through Service Desk queue with end users, vendor(s) and Information Technology staff.Provide technical support on new projects and application implementations.Provide backup to duties of HHS Software Administrator.Create user tutorials and training materials for application end users as needed.Performs other tasks as required by department.Qualifications

Associate Degree in Web Development, Computer Science, Information Systems or related field.Three or more years experience in application and database administration and maintenance, both Cloud and on-premise. Experience with government ERP systems preferred.Strong interpersonal skills and ability to express ideas in a clear and concise fashion, and apply effective problem-solving techniques.Ability to interact with County stakeholders to understand operational needs related to County applications.Basic understanding of Relational database architecture design and logic.Ability to work a flexible schedule as necessary.The desire and the ability to engage in continuing education and skills upgrading.Basic understanding of programming languages and object-oriented programming concepts.Work Environment & Physical Requirements

Work is performed primarily in a standard office setting, but occasionally in a variety of other indoor and outdoor settings.Lifting and transporting of moderately heaving objects (up to 20 pounds), such as computers and peripherals.Sitting for extended periods of time.Must be able to travel by car to various locations throughout Sheboygan County.Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components.Must be able to operate standard office equipment including telephone, computer, and printer.Risk of bloodborne pathogen exposure is considered low.

Working Relationships

Reports to the Information Technology Director. No subordinates. Works closely with staff in the Information Technology Department, system users in other County departments, as well as software vendors and consultants.
