Description: NSI requires a Senior Foreign Military Sales (FMS) Financial Analyst to support a potential contract to support the Navy International Program Office. The Senior FMS Financial Analyst will be apart of the Financial Tiger Team and support IPO-230F for financial Case Management support specific to internal and enterprise-wide FMS case execution, reconciliation, and closure. The Case Reconciliation and Closure Tiger Team is a DSCA initiative to augment the Navy's case closure efforts. Participating as senior members of the FMS Financial Tiger Team, responsible for presenting findings to the nominating SSCO, via IPO-230F, along with a request for concurrence to finalize the recommended closure steps. Once documented concurrence received from SSCO, the Tiger Team will be expected to proceed with case closure actions. Participating as directed by Navy IPO in the DSCA Closure Summit, the Integrated Case Execution Team (ICE-T), and the Case Execution Review Team meetings. Collecting data and preparing inputs for the DSCA 'Tiger Team Case Closure' report using DSCA Policy 08-41 format and quarterly timeline. Facilitating FMS case execution, reconciliation, and closure based on Security Assistance Management Manual (SAMM) policy and Financial Management Regulations (FMR Ensure compliance with policy and regulations while identifying resolutions for expediting FMS case efforts through phases of the life cycle. Preparing logistics/financial reconciliation analysis and reports for use with performing activities (PA) at document level showing delivery commitment date (if applicable), unshipped requisitions, commitments/net commitments, obligation and expenditures and unliquidated obligations/net obligations. Monitoring the population of BPC cases for the enterprise. Identifying BPC cases funded with appropriations that will expire and cancel within FY date parameters. Initiating actions expediting the closure process for those BPC cases with cancelled funds from the prior FY as well as those with funds cancelling in the current FY. Collaborating with other entities as required to draft Prior Year Adjustment (PYA) requests as may be necessary to make adjustments to BPC LOAs funded with prior year appropriations. Prepare reporting and metrics for IPO-230F, 230PL, 230 and IPO-02B in support of FMS case execution, reconciliation, and closure. Reconciling MISIL to DIFS as required case and/or RSN/Line level. Generating OA revisions or recommend case modifications or reduction, if required, to realign case, prior to closure (DSCA 22-98). Utilizing FMS tools via SCIP to pull CEPT data/report and Information Warehouse (IW) for detailed case level, line level, country level, and regional level data. Manipulated in tools such as MS Excel, perform analysis, provide recommendations and initiate action to resolve case discrepancies. Utilizing and/or collaborating to support analysis of data found in non-FMS tools including but not limited to, Navy SABRS, ERP, COBRA, and MOCAS. Communicating with Case Managers, FMS BFMs Performing Activities, NAVSUP WSS, Defense Financing and Accounting Service (DFAS), SSCOs, and other CSS, as required. Coordinating with DCMA/DCAA to identify transaction level issues that may impede FMS case reconciliation and closure processes. Facilitating exchange of data to expedite clearing issues. Commitment reconciliation - ensuring PA and MISIL are in sync with latest amendment to funding/authorization document. Cutting funding documents as appropriate during case life cycle. Obligation reconciliation - ensuring MISIL and PA records are in sync. Providing NAVSUP/MISIL copies of missing certificate of obligation letters. Requesting summary certification obligation letters from PA, as required. Expenditure reconciliation - ensuring MISIL and PA records are synchronized. Generating reports or pulling MISIL expenditures showing such data fields as Date, DOV No, Ser transaction Amount. Providing financial assistance in case development, execution, contract reconciliation, and closure. Resolving specifically designated cases from DSCA, Department of State (DoS), or additional case selections as directed by Navy IPO that require reconciliation and closure, Systems Command (SYSCOM) Security Cooperation Office (SSCO) nominated BPC cases, and SSCO Cases that are Supply and Services Complete (SSC) and greater than 2 years. Providing case development, management, and closure support to include coordinating with case managers, technical analysis of programs, program management support to Navy IPO for MISIL and N-ERP cases under Navy IPO cognizance. Conducting financial analysis and reporting on special areas of interest. Providing monthly report detailing efforts. Preparing briefing materials showing metrics. Performing analysis and making recommendations to resolve corporate FMS business rule violations. Submitting monthly report displaying analysis and recommendations for violation resolution. Attending and maintaining minutes for FMS enterprise activities and high-level meetings for IPO-230.

Education: Bachelor's Degree required.
Allowable Substitution: Five additional years' experience can offset the Bachelor's Degree requirement (total of 15 years of relevant experience).
Experience: Ten (10) years' relevant experience in FMS financial management is required. Experience must include proficiency in the following: Management Information System for International Logistics (MISIL), N-ERP, Defense Security Assistance Management System (DSAMS), DIFS, SCIP, MOCAS, Case Execution Performance Tool (CEPT), and CHOOSE; financial case and contract reconciliation, pre-validation and problem disbursement analysis and resolution, case management and execution, P&A development, FMS planning directives, project directives, analysis and resolution of FMS business rule violations, purpose and types of funding documents, SDR analysis and resolution, case closure and CRRs, FMRs, etc. Must possess highly specialized knowledge or skills in the area of endeavor with a documented work history and understanding of the subject and best practices.
Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
