Note: Please note, finalist for this position must have taken and passed the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition, the position is open to applicants who are already permanent in the Associate Housing Development Specialist title.

HPD is entrusted with fulfilling these objectives through the goals and strategies of "Housing Our Neighbors: A Blueprint for Housing and Homelessness," Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.Your Team:The Office of Enforcement and Neighborhood Services (OENS) leads the agency's effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).
Your Impact:Under direct supervision of the Director of Registration Assistance Unit in the Division of Administration and Internal Compliance (AIC) in the Office of Enforcement and Neighborhood Services (OENS), the division would like to hire an Associate HDS/Deputy Director. The selected candidate will be responsible for, but not limited to the following:Your Responsibilities-Assisting the Unit director with the day-to-day operation of the Registration Assistance Unit by providing assistance to private owners of multiple dwellings and private dwellings in New York City who are statutorily required to annually register their properties with HPD in accordance with NYC Housing Maintenance Code, Sections 27-2097 through 27-2109.-Assisting with managing the unit's daily mail influx which consists of large volumes of registration forms and ensure that mail is opened, sorted, scanned and distributed to staff in an expeditious and efficient manner.-Facilitating the supervision of unit staff in the timely and accurate processing and data entering of annual registration forms into HPD's Property Registration Online Systems (PROS) database within prescribed timelines.-Providing assistance to Unit Director with the oversight of staff who provide customer service through research, over the phone and in-person contact to owners and managing agents seeking information and assistance with property registration matters.-Ensuring prompt response to written inquiries from owners, managing agents, elected officials and other city Agencies in regards to annual property registration issues.-Providing interpretation and technical expertise to owners and managing agents in using the PROS portal to create portfolios of their properties to enable electronic updates to registration forms annually or as changes occur and review buildings' registration history.-Producing relevant reports and spreadsheets to track Unit's productivity and performance.-Responsible for performing data analysis and review in support of quality assurance.-Performing special projects
Qualifications
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
