The Defense Sector CIO PMO is seeking a full-time, on-site, experienced Enterprise Services Program Manager
(ESPM) in support of Global Battle Management and Readiness Division (GBMR) Strike and Surveillance Aircraft Solutions (SSAS) Business Unit (BU). This position is located on-site in Oklahoma City, Oklahoma.
The SSAS ESPM leads all aspects of understanding BU business requirements and oversees multiple programs and projects in support of a sector program or corporate function by acting as the liaison for enterprise related activities, services, IT, data and program security statement of work. This includes leading all IT strategic planning and oversight of implementations.
In addition, the SSAS ESPM, in coordination with CIO service lines, is accountable for the delivery of all services that the CIO PMO and Enterprise Services provides.
Responsibilities will include but not be limited to the following:
Provide direction and leadership over enterprise activities in support of customer's strategy development and budget and cost management.
Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction.
Lead a matrix team. Information services may include the design, development, and analysis encompassing one or more of the following areas of technical expertise: IT systems and strategies, estimating and proposals, requirements development, systems and application integration, program security execution and compliance (including DFAR & Risk Management Framework) and related disciplines.
Be a contributing member of the DS CIO PMO and the SSAS leadership teams, helping to develop strategy, strategic goals, and operating objectives.
Oversee Chief Information Office strategy and operational activity deployment to SSAS BU and sites, including classified services and operations, service delivery, network, server/storage, infrastructure solutions and project execution.
Actively work with the SSAS business leadership to understand business strategy and requirements, and to present Enterprise Services strategy, services, and tools to the business.
Work with and across all the Enterprise Services Service Families to understand all services and tools available, match them to business requirements, and work with the business, BU ESPM’s, and ES Service Families to ensure on-time successful delivery.
Deliver weekly and other required status reports to CIO Office and business leadership.
Monitor customer satisfaction with service delivery and engage CIO resources to assist as required to meet and exceed CIO service level objectives.
Escalate service actions and associated delivery priorities as required.
Identify systemic technical and service delivery challenges and then coordinate solutions with CIO functional representatives; engage constructively to identify solutions.
Work in conjunction with Business Management to develop, present, and obtain approvals for CIO budgets.
Deliver leadership, peer engagement, and highly effective collaboration across the Defense Sector CIO PMO and SSAS.
Basic Qualifications:
9 Years with Bachelors in Science; 7 Years with Masters; 4 Years with PhD.
Candidates must have a current DOD
Secret
level security clearance (or higher) in order to be considered
Strong strategy development and deployment experience and skills
Must have experience in project management, budgets, and scheduling.
Must have a minimum of 5 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel.
Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
Ability to travel up to 25% of the time.
Preferred Qualifications:
Broad background in IT Infrastructure, classified program processes, business applications, and operations.
PMP certification

Salary Range:
$108,900 - $163,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
