The Utility Technician Supervisor, under limited supervision, performs professional and technical work in Water & Wastewater Operations. Work involves performing and overseeing a crew performing maintenance including mowing and operating various types of heavy equipment and pumps. Work also involves installing and repairing water/sewer taps, emergency and routine system repairs, reading/installing/troubleshooting/repairing meters, locating sewer/water lines, fire hydrant flushing and maintenance, valve exercises, and maintaining/repairing/cleaning sewer lines, and utility right-of-ways. Employees will be required to perform preventative maintenance and ensure all safety policies and procedures are followed. Other duties may require attending training and assisting in other areas as needed. Monitors employee performance to determine compliance with operating and safety standards.

Implements work activity in accordance with priorities.

Utilizes proper safety precautions related to all work performed, participates in safety meetings, and ensures safety training for assigned staff is completed as required. Provides training on required safety procedures in accordance with County and OSHA policies.

Inspects and performs basic preventative maintenance checks and services on county operated vehicles; assists supervisor with monthly inspection of vehicles.

Exercises judgment in areas of responsibility. Identifies problems and situations as they occur.

Documents work performed, parts used, and job-related assessments. Identifies equipment needs for each assigned project, requisition maintenance supplies, materials and equipment.

Supervises and trains personnel in industry specific hardware and proficient operation of tools and construction related equipment necessary to perform the job.

Operates and repairs equipment including vehicles, trucks, backhoes, excavators, wheel loaders, skid steer, tractors, power tools, and other equipment.

Maintains facility to meet regulations set forth by NCDEQ as necessary. Regular roster rotation for 'on-call' duty.

Performs work in emergency situations as required. Performs other related duties as assigned.

Maintains records related to time expended against job order and prepares job reports for submission in work order management system.

Reviews citizen concerns and billing problems; coordinates with Billing and Customer Service as necessary to resolve.

Controls the delivery of water and wastewater throughout the distribution system.

Monitors system operation during the workday and at night via the SCADA system. Maintains pump/booster stations, water towers and associated equipment. Performs basic electrical repairs and computer monitoring.

Supervises the maintenance of water/sewer lines and appurtenances. Maintains and cleans water/sewer lines ensuring proper system operation, maintains water/sewer right-of-ways including mowing and inspections, performs CCTV inspections on new construction sewer lines. Maintains pump stations, manholes, CCTV equipment, etc. as necessary.

Installs and repairs fire hydrants.

Oversees rapid response to customer calls and complaints. Operates Closed Circuit Television (CCTV) inspection equipment and vacuum/hydraulic jetting equipment.

Performs water service connects and disconnects for service activation and deactivation, repairs, emergencies, and illegal or unauthorized water usage. Completes and posts shut-off notices at customers' residences to alert occupants of impending termination of service; terminates service of unpaid delinquent accounts; locks and pulls meters with appropriate security devices.

Works with hazardous materials such as chlorine to sanitize new lines, as necessary.

Performs complex field service investigations for Billing and Customer Service departments including accounts involving possible tampering cross connections, and illegal idlers that require extensive research, documentation, and communication.

Records meter readings and meter numbers accurately.

Installs new meters, repairs, replaces existing meters, meter boxes, vaults and lids when necessitated by such factors as leaks, complaints, erroneous readings, new construction, and exchanging meters.

Tests, repairs, and troubleshoots to repair water meters to ensure the accurate operation of water meters. Checks for leaks and broken meters; repairs leak in mains, service lines, meter boxes and vaults; raises and lowers meter boxes, vaults, and service lines.

Oversees and conducts water/sewer line construction, locates lines, makes taps, repairs line leaks, repairs main line breaks, assigns work to crew, and ensures appropriate traffic control measures. Moves meters out of driveways, installs meters, and reads meters. Landscapes around areas where work was performed.

Schedules and inspects work from outside contractors.

Oversees, monitors, and performs work requiring confined space entry and responsible for completing necessary documentation. Enters and works in permit required confined space as necessary.

Oversees and resolves problems incurred during the installation, repair and testing of water meters and related metering equipment.

Serves as a back-up for the Utility Services Manager in their absence, performing related duties and responsibilities as needed.

Thorough knowledge of the NC811 regulations.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:High School Diploma or an acceptable equivalent diploma (GED), and three (3) years of experience: or any equivalent combination of education and experience.

Licenses or Certifications:Valid Class “A” Commercial Driver’s License (CDL) with Tanker endorsement and the ability to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Ability to obtain industry-standard training and certifications including but not limited to NC DOT approved flagger safety training, Federal OSHA excavation requirements including Competent Person, Confined Space, and CPR and First Aid.

Possession of a Water Distribution Operator Grade “B” certification or Water Pollution Control Collection System Operator Grade “2” certification.

Employment pre-placement Drug and/or Alcohol test required for this position.

PREFERRED QUALIFICATIONS

Education and Experience:High School Diploma or an acceptable equivalency diploma (GED), and five (5) years of experience.

Licenses or Certifications:Water Distribution System Operators “A” Certification or Water Pollution Control Collection System Operator Grade “3” or higher.

NC AWWA-WEA Leadership Academy Level 2 or equivalent.

Valid Class “A” CDL Driver's License with Tanker endorsement and ability to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Special Requirements:Works various shifts including weekends and holidays.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery, equipment and tools including computers, calculators, radios, typewriters, compactors, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 150 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body to grasp, push, pull or otherwise move objects. Physical requirements are for Heavy Work.

WORK ENVIRONMENT

Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Work performed in all types of weather.
