Job Description
We are seeking an IT Operations Manager to support NOAA’s IT infrastructure as part of its NOAA Cyber Security Center (NCSC) 24x7x365 mission. This role involves managing system operations, ensuring compliance with federal cybersecurity guidelines, and overseeing secure IT infrastructure. The IT Operations Manager will ensure that NOAA’s systems remain operational and secure, conducting vulnerability assessments and maintaining secure networks to support continuous operations across multiple locations.
Key Tasks and Responsibilities
Oversee the operation and maintenance of FISMA High systems and networks, ensuring the integrity and security of NOAA’s infrastructure.
Evaluate business strategies and determine security requirements.
Research information security standards, conduct system security and vulnerability assessments, and perform risk analyses.
Identify integration issues and prepare cost estimates for system upgrades or new implementations.
Develop and implement security requirements for networks including LANs, WANs, VPNs, routers, firewalls, and related security devices.
Design and maintain public key infrastructures (PKIs) including certification authorities (CAs) and digital signatures.
Monitor and ensure compliance with security standards, policies, and procedures.
Develop and conduct training programs to keep the team up-to-date on security practices.
Continuously monitor the IT environment to identify security and operational gaps.
Evaluate and implement enhancements to maintain robust security standards.
Prepare detailed system security reports by collecting, analyzing, and summarizing data and trends.
Job Requirements:
Education & Experience
Bachelor Degree in a relevant discipline is desired.
Minimum of 7 years of experience managing IT operations, including system administration, network security, and cybersecurity risk management.
Extensive knowledge of NIST standards, FISMA compliance, and federal cybersecurity policies.
Proven ability to lead teams in a fast-paced environment, ensuring continuous improvement of IT operations.
Strong problem-solving and decision-making skills, with experience conducting security assessments and handling incidents.
Certifications
Candidate must possess and maintain one or more of the following certifications:
ISC2 Certified Information Systems Security Professional (CISSP)
ISC2 Information Systems Security Architecture Professional (ISSAP) - highly desirable
ISC2 Certified Cloud Security Professional (CCSP)
ISACA Certified Information System Manager (CISM)
ISACA Certified Information System Auditor (CISA)
GIAC Security Leadership Certification (GSLC)
EC-Council Certified Chief Information Security Officer (CCISO)
Cisco Certified Architect (CCAr)
Cisco Certified Design Expert (CCDE)
Cisco Certified Internetwork Expert (CCIE) Security
Axelos ITIL Master
Axelos ITIL Strategic Leader (SL)
Security Clearance
Agency-specific background investigation is required.
US Government Secret clearance may be required.
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
Periodic travel to customer work locations may be required.
This is a 24x7x365 customer mission. Work outside typical day shift Mon-Fri will be required.
