POSITION SUMMARY:Under general supervision, inspects and oversees construction projects encompassing roadways, utilities, sidewalks and bridges and/or maintenance projects for conformance with plans, specifications and all pertinent documentation; performs related work as required.
ESSENTIAL JOB FUNCTIONS:Inspects and oversees major street reconstruction and resurfacing which consists of, but not limited to, excavation, pavement removal, replacement, base repair, curb and underdrain installation, sidewalk and pedestrian ramp replacement.Inspects and oversees major watermain installation which consists of, but not limited to, services, mains, valves, hydrants, fire lines, chambers, manholes, and water sampling.Inspects and oversees storm and sanitary sewer installation which consists of, but not limited to, pipe, catch basins, manholes, slopes, embankments, ditches, retaining walls, and headwalls.Inspects and oversees traffic signage, signalization, and pavement markings which consists of, but not limited to, foundations, conduit runs, pullboxes, poles, arms and signal/pedestrian head installation, controller boxes, pavement st.Inspects and oversees bridge capital construction and maintenance bridge construction consisting of, but not limited to, demolition, removals, pile installation, foundations, substructures, and superstructures.Inspects and oversees sidewalks, drive approaches, handicap ramps, tree removals/installations, topsoil placement, and seeding.Reviews plans and specifications for City projects undertaken by private contractors which require City approval upon completion.Conducts street inspections to assess the necessity for reconstruction, resurfacing, repair, and sealing.Effectively communicates and interprets project plans and specifications to contractors, while providing valuable recommendations to the Engineer regarding project-related issues.Ensures the utilization of approved construction materials and their proper installation, promptly notifying the contractor of any deviations from specifications or non-conforming work.Reviews and ensures compliance of the work zone in accordance with the maintenance of traffic plan for the project, the Ohio Manual of Uniform Traffic Control Devices, and other City of Toledo standards.Prepares various reports pertaining to daily work performed, workforce, and equipment, subcontractors, materials used, testing, and measurements of work performed. These reports serve as integral tools for tracking construction progress and generating invoices.Draws and maintains accurate 'as-built' drawings of project for record, which includes any roadway, bridge, storm, sanitary, watermain, signal, and any other physical infrastructure changes during project.Coordinates needed testing of materials on a daily basis and oversees a variety of tests for both completed waterlines and sewer lines to determine the quality of construction and to assure compliance with standards and with health and safety standards.Contacts and coordinates with other divisions for additional work to be performed on a project or for repairs needed.Inspects work by private utility companies in the public right of way to assure repairs are performed safely and that the right of way is restored to its original condition.Investigates disputes, answers complaints and inquiries from public pertaining to construction projects, hazards in the right of way, and sidewalk issues.Attends various meetings.REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:Knowledge of:Methods and materials used in public utility construction work.Mathematics.Reading and interpreting construction plans and specifications.ODOT Construction and Material SpecificationsCity of Toledo Part ‘A’ StandardsCity of Toledo Construction StandardsSkill in:Evaluation field construction and maintenance situations and making sound decisions.Enforcing regulations with firmness and tact.Communicating effectively with contractors, other city divisions, and the public.Microsoft Office Products.Ability to:Manage and prioritize multiple projects and assignments simultaneously.Work with individuals of diverse backgrounds.Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:- Graduation from high school or General Education Development (G.E.D.) Tests equivalency, and two (2) years of field experience in major roadway or bridge construction work, of which one (1) year must have involved the physical inspection of roadway and bridge construction work.One (1) year of surveying experience may be substituted for one (1) year of construction experience.Two (2) additional years of roadway or bridge construction experience may be substituted for one (1) year of inspection experience.An Associate’s Degree in Civil Engineering Technology or a closely related area may be substituted for either one (1) year of construction or one (1) year of inspection experience.No more than one (1) year of inspection experience is substitutable with construction experience or an associate’s degree.A Bachelor's in Construction Engineering Technology or Engineering will be considered equivalent to two (2) years of field experience in roadway or bridge construction work and two (2) years and physical inspection of those facilities.-- Must possess a valid driver's license.PHYSICAL DEMANDS:The physical demands described within this job description must be met by an employee to successfully perform the essential functions of this job.
