POSITION SUMMARY
Assist the Information Technologies Director in planning, organizing, and coordinating all programs, functions, and activities of the IT Department and work to ensure the delivery of quality services to the County. Assist the Director by providing leadership on an organization‐wide basis to ensure that services are provided in alignment with the County's strategic goals and objectives. Responsible for administrative and operational functions as well as specific projects as assigned by the Director. Work is performed under the general supervision of the Director of Information Technologies.
ESSENTIAL DUTIES
Collaborate with the Director to plan, implement, direct, and manage all department functions and resources efficiently to achieve strategic objectives.
Act as the Acting Director in the Director's absence, attending meetings, making decisions, and providing departmental leadership.
Ensure departmental operations comply with local, state, and federal regulations, worker safety, and other applicable rules.
Manage departmental programs, services, and personnel as directed by the Department Director.
Plan, research, and develop policies and procedures supporting departmental operations.
Assist in preparing the annual budget, develop tracking systems, and conduct account analysis to ensure expenditures align with guidelines.
Administer, track, and monitor contracts and agreements.
Represent the Department at local and regional meetings, making decisions and commitments within the scope of authority.
Develop, implement, monitor, and evaluate a department-wide training plan for staff, making recommendations for changes as needed.
Cultivate strategic partnerships and contacts with county department representatives, external agencies, and organizations to address community issues as a county representative.
Assist in planning, coordinating, and managing all IT Department activities, including department outreach for IT needs.
Provide proactive customer service in response to concerns and suggestions in a courteous, professional, and customer-friendly manner.
IDENTIFY EMERGING INFORMATION TECHNOLOGIES
Assimilate, integrate, and introduce within the County’s infrastructure.
Assess new computing technologies and the feasibility of system enhancements.
Determine potential value for the organization.
Ensure the County stays current and competitive regarding information systems infrastructure and services.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of all phases of systems analysis, programming, and computer operations; thorough knowledge of the functions and operation of County departments; ability to establish and maintain effective working relationships with County officials and associates; ability to determine department and County-wide information system needs and formulate an effective program to meet the needs; ability to write clear and concise reports; ability to plan and supervise the work of professional and technical personnel; ability to communicate ideas effectively both orally and in writing.
EDUCATION AND EXPERIENCE
Bachelor’s degree in information technology, Information Systems Management, or a related field required; supplemented by ten years of progressively responsible experience in managing large-scale information technology operations, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
LICENSE, CERTIFICATIONS, and OTHER REQUIREMENTS
All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
Possession of a valid driver's license issued in the state of South Carolina.

Longevity pay increase after 18 months of employment (new hires).
