Summary
Under general direction, to plan, and organize and supervise the financial services of the agency, and to do related work as required.
Essential Duties and Responsibilities
Plans, organizes and directs the activities of Finance and Administration including financing, accounting, insurance, treasury management and payroll.Participates in budgeting and budgetary controlKeeps abreast of trends in public housing and urban developmentEstablishes and maintains administrative controls and an internal control system within the departmentParticipates in the preparation of development and operating budgetsDevelops long range and short term financial plansCoordinates fiscal matters with other departmentsReviews reportsRepresents the agency at meetings of local, state and federal officialsParticipates in top level planning and policy conferencesSupervisory Responsibilities
Manage subordinate supervisors who supervise a total of 13 employees in the department. Is responsible for the overall direction, coordination and evaluation of these units. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education Requirements
Bachelor's Degree in Business Administration with a major emphasis in finance, accounting, or a related field from an accredited college or university plus six years of increasingly responsible experience in accounting and financial development preferably in a public agency including four years at a responsible supervisory level.
Who We AreTHA provides publicly assisted housing comprised of traditional public housing, mixed-finance sites, and housing vouchers. Currently, THA provides assistance to more than 20,000 individuals, or 7,200 families. THA is governed by a voluntary Board of Commissioners, each of whom is appointed by the Mayor of the City of Tulsa. The board employs THA's President/CEO, who in turn employs the remainder of THA's staff of approximately 200 team members.
