Summary The FRTIB is looking for a highly qualified and motivated individual to serve as an Accountant. This Job Opportunity Announcement (JOA) may be used to fill other Accountant, GS-0510-7 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience. Responsibilities The major duties of the position are: Performs accounting duties and utilizes knowledge of accounting techniques and procedures to carry out assignments, including providing support in the day-to-day operation and control of a broad range of accounting and financial management activities, and in the review and control of internal accounting. Is responsible for providing technical support and assistance in the oversight of the record keeping system. Provides analyses of accounting reports or designs which provide management with the status of accounting and other financial functions. Provides oversight over NSF (Non-Sufficient Funds) checks, Federal Reserve Deposits, lockbox deposits, and non 224 agency (No Treasury Account Agency) deposits. Provides analyses of accounting reports or designs which provide management with the status of accounting and other financial functions. Interprets regulations and instructions issued by regulatory agencies. Requirements Conditions of Employment U.S. citizenship is required. All qualification requirements must be met by 10/31/2024. Probationary Period. One-year probationary period may be required. Selective Service. Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-5. Qualifications This vacancy is also being announced concurrently with vacancy announcement FRTIB-25-MP-002-12575653 under Delegated Examining procedures. NOTE: Applicants must apply separately for each announcement in order to be considered. To qualify for this position applicants must meet the Basic Requirement Basic Requirement or Individual Occupational Requirements (IOR) (if applicable): Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of Education and Experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements and the Specialized Experience as described below. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS- 05, in the federal government. Specialized experience is defined as: Experience that involved applying general accounting principles, practices, and theories in carrying out less complex accounting transactions. These examples are not all inclusive. NOTE - MUST INCLUDE TRANSCRIPTS. OR One year of graduate level education in a related field (ex: accounting, business administration, finance, or public administration) NOTE - MUST INCLUDE TRANSCRIPTS OR Superior Academic Achievement is based on 1) class standing 2) grade-point average, OR 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education. 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) 3.5 or higher based on average of courses completed in the specific major field of study. OR 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). NOTE - MUST INCLUDE TRANSCRIPTS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
