System Application Administrator includes the following resources:(1) Two (2) Systems Administrators (Part-time)b. Scope of Work(1) Monitor and maintain all PeopleSoft delivered architecture components.(2) Assist in capacity and resource planning of platform and infrastructure facilities.(3) Provide best practice recommendations in software, hardware, and configuration changes to improve system performance.(4) Issue review, troubleshooting and resolution for all PeopleSoft components.(5) Apply PeopleSoft application Patches, Bundles, and Maintenance Packs to Batch, and Online objects.(6) Patches and upgrades of PeopleTools 8.6 and above.(7) Add/manage packages on PUM VMs.(8) Monitor, maintain, and add if needed external/internal interface components.(9) Analyze and complete all migrations of internal/external PeopleSoft objects.(10) Ensure project development standards are adhered to by developers.(11) Work with DBA and Server administrators as required.(12) Assist developers and users as required.c. HCM Functional Analyst(s)a. HCM Functional Analyst includes the following resources:(1) Analyst - Payroll & Education (Full-time)(2) Senior Analyst (Full-time)b. Background Information:(1) The HCM Support team supports four (4) payroll cycles per month for more than 4,400 employees. Time & Labor, and Absence Management modules are used to calculate payable time. Data is passed to Central Payroll's mainframe system for actual payments.(2) The HCM Support team provides 1st and 2nd tier user support for all Peoplesoft HR and Enterprise Learning modules. During the previous calendar year, the HCM Support Team resolved 587 service tickets.c. Scope of Work(1) Serve as a subject matter expert for PeopleSoft HCM 9.2.(2) Define and capture business requirements.(3) Provide design, development, testing and deployment expertise for customizations or configuration updates.(4) Provide 2nd tier production support.(5) Perform system configuration, testing, and reporting.(6) Develop system documentation to include, but not limited to, the following: configuration workbooks, test plans, design documents, standard operating procedures, and training materials.(7) Provide knowledge transfer to internal subject matter experts.d. FSCM Functional Analyst includes the following resources:(1) Senior Analyst - Procure to Pay (Full-time)(2) Senior Analyst - Order to Cash (Full-time)(3) Senior Analyst - Accounts Payable & System Set-up (Part-time)b. Background Information:(1) The Financial Supply Chain Management system team provides helpdesk and training support to the user community on an as-needed basis.(2) The FSCM team will provide 1st and 2nd tier user support. Currently, there are 850 users that can access the Judiciary's PeopleSoft financial system. During the previous calendar year, the FSCM support team resolved 905 service tickets in the following business areas: Accounts Receivable (OTC) Procure-to-pay (PTP), Accounts Payable, General Ledger, Commitment Control and Security, internal and external interfaces.(3) Helpdesk tickets are normally resolved the same day with the 1st response to the user within one (1) to (2) hours of receiving the helpdesk ticket.c. Scope of Work(1) Serve as the Subject Matter Expert for PeopleSoft FSCM 9.2.(2) Defining and capture business requirements.(3) Provide design, development, testing and deployment expertise for customizations or configuration updates.(4) Provide all tier level production support.(5) Perform system configurations and testing.(6) Develop system documentation to include: configuration workbooks, test plans, design documents, standard operating procedures, and training materials.(7) Provide knowledge transfer to internal subject matter experts.d. Minimum Qualifications(1) Bachelor's Degree in Computer Science or a related field, as determined by the Client. Project Manager(s)a. Project Manager includes the following resources:(1) Combined Senior PeopleSoft FSCM Analyst & Project Manager (Full-time)b. Scope of Work(1) Provide PeopleSoft FSCM support to business owners and the user community.(2) Manage and support user training for the PeopleSoft user community.(3) Perform duties as the backup PeopleSoft Security Administrator.(4) Provide PeopleSoft FSCM tier 1st and 2nd level of user support.(5) Ownership of specific modules for support and providing project status reports to senior management.(6) Manage daily FSCM service ticket and projects.c. Minimum Qualifications(1) Bachelor's degree in project management or a related field, as determined by the Client.(2) Three (3) years' experience in PeopleSoft FSCM application 9.2 implementation and development.d. Preferred Skills, Experience, and Capabilities(1) Five (5) years' experience in PeopleSoft FSCM application 9.2 implementation and development.(2) Experience with HCM 9.2.(3) Experience leading major project tasks while serving as a project manager, team leader, and mentor of functional and technical staff.E. PLACE OF PERFORMANCE1. Onsite/Hybrid Resourcesa. Offeror proposed resources for the following roles shall perform onsite:(1) Peoplesoft Developer - PeopleSoft HCM.(2) HCM Functional Analyst - Senior HCM Functional Analyst.(3) Project Manager - Senior PeopleSoft FSCM Analyst & Project Manager (combined role).b. Offeror proposed resource(s) shall provide services onsite in accordance with the current Client/JIS telework and AWS policy as follows:(1) Onsite for three (3) days per week at 189 Harry S. Truman Parkway, Annapolis, MD 21401.(2) Remote for two (2) days per week at a suitable off-site location selected by the Offeror/Offeror proposed resource.i The Client reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meets, or public view of protected data).(3) On-site support may be required, to manage production application issues, security threats, or critical initiatives. As designated by the Judiciary's Chief Technology Officer, the proposed resource(s) must be able to report on-site within four (4) hours after notification.
