Job Description:
Successful candidates have business, financial or sales experience, are smart, curious, detail-oriented, not black and white thinkers and are interested in working with people while learning about buying all kinds of cool stuff to support a top 5, very large public research university. This position works in the sole Procurement office of the University, working with departments to ensure their purchases provide best value and mitigate risk while complying with relevant policy, rules, regulations and statutes. Staff who do best are creative thinkers with good memories, technology proficient and are team oriented problem solvers who always want to know the why behind the business process. Experience with public procurement a plus.
This position functions as a buyer/Procurement Agent for University of Florida. The incumbent will review, modify and approve contracts and requisitions, issues purchase orders. Knowledgeable of University regulations, policy, procedures, and applicable State statutes and functions as a liaison between departments and vendors. Facilitates and develops contracts using Invitations to Bid to obtain best value for UF. Assists with Invitation to Negotiate, Requests for Proposals and contract compliance with resulting contracts. Reviews and approves requisitions, change orders and issues purchase orders. Reviews and modifies vendor-provided contracts.
The duties of the position include:Analyzes requisitions, checking for best business practices, compliance with UF regulation, directives, policies, Florida Statutes and when applicable: Federal Uniform guidance. Ensure requisitions include proper descriptions, vendor, account numbers and justifications. Reviews and edits vendor provided contracts to ensure they include best business practice and compliance with regulations, directives, policies and guidance. Reviews sole source requests prior to Associate or Director approval.The incumbent will edit, research and help draft specifications for Invitations to Bid (ITB) for annual contracts and one-time purchases exceeding the UF regulation bid level. Researches potential vendors (including small and disadvantaged businesses) for ITB response. Assists in identifying opportunities for annual contracts. Confers with using departments regarding current and future requirements and recommends appropriate acquisition method. Solicits and evaluates vendor price quotations. Opens and analyzes ITB. Participates in vendor business review meetings.The successful candidate will maintain a high level of customer service to UF departments regarding current and future requirements, specifications, results of price quotations and bids, etc. through open lines of communication, providing training and periodic department visits. Promptly answers phone and email inquiries from vendors and University personnel concerning public purchasing process and UF procurement process. Works on resolving vendor disputes. Contributes to development of external training including review of web pages related to areas of commodity/service concentration.Expected Salary:
$53,000-60,000 annually; commensurate with education and experience.
Minimum Requirements:
Bachelor's degree in an appropriate area and three years of relevant experience or an equivalent combination of education and experience.
Preferred Qualifications:
Some professional work experience.
Master's degree in an appropriate area of specialization
Degrees in Business, Public Administration or Supply Chain Management are preferred.
Professional purchasing certification (ISM, NIGP) is preferred and encouraged within two years of position assignment
