Description
Reporting into the Senior Director of Finance and Accounting - Housing Affiliates, the Senior Controller - Housing Affiliates is responsible for the accounting functions for all ECS housing affiliates. The Controller - Affiliates is a member of ECS' Senior Management Team and supports and leads a staff of 2 Affiliate Accounting Managers. The Controller - Housing Affiliates coordinates accounting activities with the Senior Controller - ECS.
PRIMARY DUTIES AND RESPONSIBILITIES:
Oversee for all Housing Affiliates Accounting functions.Responsible for all balance sheet and Income statement accounts and activities, including but not limited to Cash, Accounts Receivable, Accounts Payable, General Ledger, Compensation Expenses, and Fixed Assets, for all housing affiliates.Manages third-party relationship with Property Management provider as it relates to its accounting and financial operations and reporting. Coordinates activities and reporting with Senior Director of Finance and Accounting - Housing Affiliates.Work collaboratively with CFO, Senior Controller - ECS, and Senior Director of Finance and Accounting - Housing Affiliates, to develop, maintain, streamline and improve intercompany transactions and reporting in compliance with regulatory requirements.Ensure monthly billings and payments to providers are completed timely in partnership with Property Management provider and ECS accounting team.Oversee timely issuance of financial statements as well as other regulatory reporting such as tax filings.Collaborate with Housing Asset Managers on timely submission of regulatory financial filings and reports.Oversee accounts receivable and timely collection. Ensure revenue is recorded in compliance with revenue recognition rules and payments are applied appropriately.Handle routine banking functions.Monitor affiliate cash flow and advise on cash needs.Oversee third party general ledger entries and timely balance sheet reconciliations.Account for cost allocations in accordance with agency policy and in compliance with government contract regulations.Ensures accurate and timely issuance of monthly financial statements for all housing affiliates, including income statements, balance sheet,and statement of cash flows.Produce monthly budget and prior year variance analyses, along with other management reporting reports as needed.Collaborate with CFO and other stakeholders on design, controls and enhancement of systems with a focus on future needs and increased efficiencies.Oversee and ensure documentation of accounting procedures is kept updated and in collaboration with Senior Controller - ECS and CFO, maintains a comprehensive system of internal controls.Collaborate with appropriate directors and coordinate details of annual financial audits, including preparation of supporting schedules for annual field work.Prepare financial information necessary for outside accountants to prepare annual tax filings.Ensures all tax filing are done accurately and timely.Advise and assist the CFO on other financial concerns, which may include aspects of forecasts, budget development, tax, and submission of regulatory financial filings and reports.Other duties, as assigned.
Qualifications
REQUIRED QUALIFICATIONS:
B.S. degree in accounting required, advanced degree and CPA preferred.10+ years progressive accounting management experience, preferably in the nonprofit sector, including hands on technical accounting experience. Permanent Supportive Housing or affordable housing experience preferred.Thorough knowledge of GAAP, FASB 116 & 117 and experience with government contracts preferred including OMB A-122 and A-133 complianceSolid technology skills: hands on experience and proficiency with accounting software and MS Office applications - Word, Excel required; Net Suite experience and advanced technical skills a plus.Demonstrated leadership, planning and problem-solving skills that incorporate vision and initiative, and embrace values of continuous improvement and collaboration.Commitment to ECS's mission and to its organizational values.Ability to maintain focus on organizational vision while timely attending to necessary and appropriate details.Excellent written, verbal, and interpersonal communication skills.Collaborative work style, takes initiative, and flexible.High comfort in working with people from diverse backgrounds and experience.Experience supervising direct reports at the management level.

The successful candidate must secure a TB screening each year, pass a background check, including finger-image screening, abide ECS rules and regulations, including confidentiality, and meet physical requirements of the position.
