About the Role

The Global Security and Operations Team is looking for a Global Operations Manager. This position is responsible for developing, managing, and socializing institutional operations policies and procedures which includes, but is not limited to: institutional business travel, leases, relocation allowances and logistics, institutional property and casualty policy reporting and renewals, and medical/security evacuations (in coordination with the global security team). This position is responsible for supporting compliance with all donor and organizational policies and procedures previously mentioned.

Your Purpose and Impact:Under the direction of the Director of Global Risk Management, Security and Operations, the Senior Global Operations Manager reviews, updates, and develops systems that make NDI's international operations as practical and efficient as possible.Supervises and mentors NDI Operations staff and engages with other departments to further expand the team's experience and skill sets. Supports collaboration and cross-training with Security and Office Management teams, as appropriate.Manages NDI's lease process and reviews all international office and residential leases and provides approval to move onto the further lease routing committee. Coordinates with other routing committee members as necessary to ensure a consistent lease approval process that mitigates institutional risks.Leads the cross-departmental process for annual property and casualty insurance renewal process which includes coordinating with Human Resources, Accounting, Legal, and Information Technology. Documents and updates process to reflect lessons learned and to streamline renewals. Oversees the annual collection of asset inventory logs from all country offices for insurance and auditing purposes.Develops, manages, and socializes NDI's Relocation Allowance Policies and Procedures and oversees all Expat/Third Country National (TCN) shipments with NDI's preferred vendors. Recommends changes to relocation policy and allowances where necessary, continuously updates the information located on NDI's internal portal (myNDI), and communicates changes as needed.Supports the management of emergency medical cases for travelers in coordination with NDI's medical assistance/evacuation provider. Participates in a rotating on-call schedule for 24/7 support for emergencies.Develops, manages, and socializes the NDI Travel Policy with NDI staff while remaining up to date with industry best practices and donor requirements.Recommends changes to policy when necessary, coordinates internal reviews and approvals, and provides briefings and orientations on any changes to key stakeholdersOversees the Operations team members implementing NDI's travel policy and travel authorization protocols for all US domestic and international travel to ensure compliance with NDI policy, donor regulations, and audit requirements.Serves as a primary member of the team that approves travel requested through NDI's travel agency emergency after-hours line.Analyzes Institutional travel-related expenditures and makes recommendations to enhance NDI's travel program and/or minimize costs.Oversees record keeping and distribution of Institutional airline reward points per NDI policy.Manages relationship with NDI's institutional travel agency and serves as a primary point of contact for maximizing service delivery and resolving issues. Serves as a point of contact for after-hours emergency issues.Works closely with travel agents and meets regularly with NDI's travel agency account management team to monitor trends, resolve issues, and review NDI's accounts.Develops, maintains, and serves as the lead on NDI relationships with travel and hotel partners, relocation vendors, insurance broker, and medical assistance/evacuation provider. Leads NDI's request for proposals (RFP) for all operations-related vendors.Manages and delivers staff orientation training to new NDI Headquarters staff on a monthly or as-needed basis. Provides refresher training and works collaboratively with other departments to create resources as needed.Responds to ad-hoc issues regarding any aforementioned policies/procedures and coordinates with other administrative teams, as necessary.Takes the lead on tracking the SecOps budget and reports regularly to the Director of Global Risk Management, Security and Operations on any issues.Leads all Operations special projects such as implementing online workflow processes, managing the team portal updates, etc. and represents SecOps on institutional initiatives as requested.Minimum Qualifications:

Bachelor's degree or other relevant degree preferred; a combination of experience and education in lieu of degree will be considered.Minimum 5+ years applicable experience in international operations.Experience developing and implementing operational management systems, policies, and procedures in an international environment and preferably with NGOs including travel, lease review, shipping/storage, procurement, and insurance.Personnel management experience is required.Experience with budget and accounting procedures.Experience working with donor requirements and allowances is preferred.Exceptional attention to detail.Project management/implementation experience.Demonstrated ability to produce focused solutions to complex problems.Ability to analyze multiple issues and develop logistics-specific recommendations.Ability to understand implications and basic management of large-scale policies, organizational processes, and logistical details for the purpose of organizational implementation.Highly developed interpersonal skills to work with diverse staff and vendors.Exceptional oral and written communications skills in English to interpret complex government regulations, effectively present information, and respond to questions.Understanding of and/or commitment to understand the operating environments in which NDI works.Capacity to identify essential elements of complex logistics, management or interpersonal issues.Capacity to navigate a complex organizationalculture with diverse functional and geographically oriented teams and diverse funding mechanismsAbility to effectively negotiate contract terms.Ability to manage multiple projects simultaneously and proactively address issues.Ability to motivate, inspire, and support staff.Working knowledge of travel and airline procedures, lease agreement terms and trends, overseas shipping, and insurance.Working knowledge of Google Suite and Microsoft Office Suite applications with a willingness to learn and train staff on other NDI platforms.Knowledge of grant funding, budget, and accounting procedures is preferred.Google Suite and Microsoft Office Suite or equivalent software

This position offers an anticipated salary range of approximately $88,200 - $110.200.

While there may be flexibility for remote/hybrid work environment and to comply with tax and legal obligations, successful candidates must be residents of MD, DC, or VA, or relocate prior to the start of employment at NDI.
