The Assistant Manager Finance and Commercial Risk is accountable for partnering with the Manager Finance and Commercial Risk to lead all financial accounting and administration functions for the district. This role contributes to the overall success of the Seattle District, located in Bellevue, WA, by effectively analyzing, communicating, and managing the risk profile of the business.

Responsibilities

Financial Leadership & Relationships

Mentor and coach team members.

Collaborate on district strategy to achieve financial goals.

Anticipate and mitigate accounting and commercial risks.

Ensure adherence to policies and procedures.

Review and act on process and procedure recommendations.

Evaluate and implement new technology and innovations.

Provide financial and commercial risk training.

Communicate effectively with stakeholders to resolve issues.

Commercial Risk Guidance

Help develop district risk profile and strategies for financing and risk management.

Oversee insurance and legal claims preparation.

Negotiate and approve deviations from supplier and subcontractor forms.

Review bid documents to identify and manage risks and opportunities.

Prepare and execute contracts and agreements and resolve disputes.

Conduct financial due diligence for owners and trade partners.

Provide guidance on owner contracts and subcontracts.

Support project teams in managing risks and opportunities.

Ensure compliance with insurance, bonding, and performance securities.

Interpret and clarify insurance requirements and provide training.

Manage insurance claims and support legal claims.

Complete necessary insurance reports.

Financial Analysis & Monitoring

Assist with management of financial and business-related issues.

Analyze financial results with respect to profits, trends, and budgets.

Provide proactive analysis and feedback on performance.

Evaluate joint venture partner financial capability.

Verify owner funding sources and mitigate financial risks.

Oversee owner audits, claims and financial issues or audits.

Ensure accuracy of financial and commercial risk reports.

Planning & Cash Management

Assist with management of district financial reporting.

Monitor project and district receivables and cash position.

Develop mitigation strategies for risks and cost deviations.

Oversee compliance of payments to trade partners and suppliers.

Qualifications

Undergraduate degree or diploma in a related discipline.

Accounting designation an asset.

10 years of progressive accounting experience in the construction or related industry with 2 years of exposure to risk management and legal issues preferred. On-site project experience an asset.

5+ years of supervisory experience involving managing the Accounting department.

Strong financial management acumen; advanced knowledge of accounting procedures and protocols, budget administration and financial forecasting, analysis, and reporting.

Understands and complies with all labor agreements, government legislation, and PCL policies and procedures, and can influence district strategy and translate it into objectives.

Advanced knowledge of government legislation regarding payroll, accounting, and applicable generally accepted accounting practices and standards.

Intermediate ability to draft/review and negotiate various forms of contract language as required.

Advanced knowledge of bid and contract securities and insurance as they relate to risk management, claims management, pricing, and accounting.

Intermediate risk interpretation, negotiation skills, and strategic thinking to ensure PCL interests are protected in all contractual and subcontract agreements.

Advanced knowledge of contract/construction law in relation to tender documents, project contracts, and claims management.

Understanding of Lean principles and process improvement.

The salary range for this position is $126,000 to $150,000 annually based on background and experience.
