DEPARTMENT: Vanderburgh County Health Department – Planning and AnalyticsResponsibilities
Data Quality:
Ensures datasets are accurate and clean by doing initial scrubbing of data and regular scheduled examination of records. Tracks and reports progress on data cleaning goals. Formulates techniques for quality data collection to ensure adequacy, accuracy, and legitimacy of data. Acquires data from primary and secondary sources including other Vanderburgh County Health Department divisions and employees, community partners, and Indiana Department of Health contacts in order to maintain databases/data systems. Deviation from the normal operating methods are discussed with supervisor and Health Department leadership as needed. Maintains data quality through ongoing data analysis, case detail and sub-details, and record deduplication. Implements process improvements that contribute to improved data quality. Plans the development, mining, and modification of data from multiple sources, ensuring compliance with policies and procedures for agency, state, and federal programs. Holds administrative responsibility and oversight of data systems, reporting and information systems, and other third-party systems as assigned.Data/Statistical Analysis:
Extracts clean data from systems of record. Reviews, analyzes, and finalizes data that must be provided for reports in accordance with federal guidance and relevant detail sheets indicating definition and data source. Analyzes specific data sets and works closely with data stewards to ensure accuracy and completeness of data; follows up with data stewards and/or internal or external partners including vendors to correct or complete data. Identifies, analyzes, interprets, summarizes, and documents trends or patterns within the data sets and develops recommendations for program improvements and/or new initiatives. Completes necessary trainings to increase skill in manipulating and formatting data in a way that is readily consumed. Identifies other data needed to effectively evaluate activities and progress related to the action plan priorities, objectives, and measures. Performs qualitative and/or quantitative analysis, develops and analyzes statistical information.Reporting:
Maintains and refines reports, dashboards, and processes to continuously monitor data quality and integrity. Works with management to identify new and creative opportunities to leverage shared data to support additional program improvement processes or functions. Develops initial drafts of each report per specifications; provides drafts to leadership team for review and input prior to delivery; incorporates feedback received including modifications to processes and procedures. Develops analytic and reporting requirements from grant details and leadership team. Reports performance to internal partners. Creates tools to provide internal leadership with real-time information about service delivery and progress towards achieving contract or internally-set goals. Develop project-specific data management plans that address areas such as data reporting, transfer, and work flow processes. Evaluate processes and technologies, and suggest revisions to increase productivity and efficiency.Data Visualization:
Develops and conducts web-based data visualization in Tableau or other visualization software for division specific programs. Creates, maintains, and updates all online technical documentation for data visualization reports. Researches all methodology approaches to displaying public health information in an online manner. Designs, develops, and presents data in various forms such as charts, graphs, tables, narratives, etc., that are used for the purposes of quality improvement, proposed legislation, budget, resource and policy planning, intervention program planning, and community education.Performance Tracking:
Tracks units of service in comparison to contract targets, deliverables, or internally-set key performance indicators.Presentations:
May contribute to presentations and communicate data to a range of audiences including the general public or non-technical staff.
