The City of Walnut Creek is seeking one full-time Permit Technician I or II to join the Building Division of the Community Development Department. The City will fill this position at either level depending on the needs of the department and the qualifications and experience of the candidate selected.
SalaryThe current salary range for a
Permit Technician I is
$74,292 to $90,302 annually and $81,732 to $99,345 for a Permit Technician II.
Placement in the position and range will depend on qualifications.

About the PositionPermit Technicians are responsible for performing a variety of administrative and technical duties in support of the services and activities of the development review function. While serving the public, the Permit Technician responds to technical questions requiring general knowledge of Building codes and City policies and procedures. A Permit Technician works closely and collaboratively with outside agencies, in addition to working with internal departments to achieve a common goal of permit issuance.
The Ideal CandidateThe ideal candidate will have experience providing direct support and outstanding customer service to the public and internal customers; will be a quick learner who is pro-active, shows initiative, and is technologically proficient; and is able to multi-task within a fast-paced office environment.Assist the general public at the counter in writing, by phone, and by e-mail regarding building and development review/permit requirements; provide fee information, plan review, and plan check filing procedures and permit status.Perform basic over-the-counter plan review for a variety of projects; ensure conformance with ordinances and department standards, policies, and guidelines; approve and issue administrative over-the-counter permits.Accept building permit and development review applications; review applications for completeness; assist the public with electronic submittals and permit processing; issue building permits.Route plans to other City departments and/or outside agencies for review; track plan check review process.Review, update, maintain, and retrieve various records and files using appropriate software, databases, or other methods.Issue After-Hour Work permits by coordinating with other divisions.May prepare deposits and balance receipts and cash drawer.Assist inspection staff as needed.Foster an environment that embraces teamwork, diversity, integrity, trust, and respect.Perform related duties as assigned.Knowledge, Skills, and AbilitiesAbility to interpret and explain rules, regulations, policies, and procedures.Ability to organize and prioritize work, meet deadlines, and effectively handle multiple phone calls, walk-up traffic, and other requests and interruptions.Ability to use tact, discretion, and good judgement in the handling of sensitive information.Ability to deal courteously and effectively with the public and City staff and provide a high level of customer service to the public, contractors, and City staff.Ability to research data pertinent to the permit process.Ability to establish and maintain a variety of records and files.Ability to operate and use modern office equipment including computers and applicable software.Ability to maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities.Ability to communicate clearly and concisely, both orally and in writing.Minimum QualificationsPermit Technician IEducationGraduation from high school or the equivalent. Education equivalent to an Associate’s degree from an accredited college with major course work in general education, community planning, construction, or a related field is desirable.
ExperienceTwo (2) years of office support experience, including experience working with customers or the public. Some experience in building construction or a related field is desirable.
LicensesPossession of, or ability to obtain prior to employment, a valid Class C California Driver's License and a good driving record.
Permit Technician IIEducationEquivalent to an Associate’s degree from an accredited college with major course work in general education, community planning, construction, or a related field.
ExperienceTwo (2) years responsible experience similar to Permit Technician I with the City of Walnut Creek.
Licenses and CertificationsPossession of, or ability to obtain prior to employment, a valid Class C California Driver's License and a good driving record. Certification as a Permit Technician from the International Code Council within one (1) year of appointment is required.
