The Legal Executive Group Manager for the Cybersecurity Legal team is a senior management-level position responsible for accomplishing results through the management of a team or department, directing day-to-day legal activities in coordination with the Legal team. The overall objective of this role is to provide legal support, advice, and guidance in how information security and incident response is conducted, across all Citi businesses and functions. The Legal Executive Group Manager will oversee Citi’s global Cybersecurity Legal team and direct the legal response to cyber and information security events including providing advice on regulatory exams/notifications and counseling regarding prevention, response, mitigation, breach notification, regulatory inquiries, customer notifications, data privacy laws, law enforcement engagement, contractual obligations, and other risks and implications that can flow from network security/intrusions.
This role requires solid conceptual/practical grounding in the cybersecurity laws and regulations for the geographies in which we operate.
Responsibilities:
Manage and lead the Cybersecurity Legal team and overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and personnel-related matters, as applicable.
Act as a strategic business partner and key advisor to senior stakeholders throughout the Company including the Company’s Information Security team.
Manage day-to-day legal support for cyber and information security incident response.
Manage the development and implementation of legal related information security, cybersecurity and network incident response plans and processes, as well as compliance with global regulations and industry standards regarding information and network security and investigative strategies.
Advise business stakeholders on regulatory inquiries regarding cyber and information security issues and/or events (e.g., supply-chain issues).
Advise Citi’s CISO team, senior management and the Citi global franchise on legal risks associated with various components of Citi’s cyber and information security program, including, but not limited to, on matters involving penetration testing, incident response strategies, regulatory compliance, and incident investigations.
Track existing and proposed cybersecurity rules and regulations and advising on interpretations thereof in order to inform a compliance strategy.
Work with legal and product teams globally to review products, features, new applications and initiatives to provide legal risk mitigation advice.
Draft cybersecurity presentations, exercises, and trainings, as well as presenting and participating, as needed.
Represent the firm both internally and externally with clients, governmental bodies, regulators, industry groups or other organizations.
Anticipate, evaluate, and appropriately respond to developments in local and international laws and regulations that impact relevant Citi activities; assist the firm in evolving to meet marketplace and client needs.
Manage and coordinate the provision of external legal services, where appropriate.
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
15+ years of relevant industry experience, including experience in an in-house legal role; managerial experience preferred.
Excellent leadership, interpersonal, organizational and relationship management skills.
Experience in working with regulators/regulatory bodies is preferred.
Knowledge and expertise on specific laws, rules and regulations and enforcement actions related to Cybersecurity/Information Security while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business.
Proven ability to apply sound judgement while managing complex subject matter and issues.
Experience in managing large, geographically diverse teams across multiple cultures.
Comprehensive knowledge of US and international laws and practices.
Excellent written, verbal, presentation, problem solving and analytical skills.
Ability to handle multiple complex and confidential matters under time and pressure.
Effective negotiation skills and ability to build and maintain effective relationships at executive levels.
License to practice law in good standing.
Education:
Juris Doctorate or equivalent law degree.
