Job Title: Cryptologic Signals Analysis (SA) Training Developer/Instructor (Level 2), NSA/CSSLocation: Fort Meade, MD - Fort Meade, MD 20755 US (Primary)Goodfellow Air Force Base, TX - Goodfellow Air Force Base, TX 76908 USNaval Air Station Corry Station, FL - Naval Air Station Corry Station, FL 32511 USSummary:Yorktown Systems Group is seeking qualified Signals Analysis (SA) Training Developers/Instructors (Level 2) to provide critical, actionable intelligence to support U.S. and Allied warfighters. The Developer/Instructor will provide design, development, instruction, and life cycle support for a variety of cryptologic training for military and civilian personnel in the Signals Intelligence (SIGINT) disciplines and track completion of that training for military personnel. The cryptologic disciplines supported by this work are Electronic Intelligence (ELINT), Signals Analysis (SA), Cryptologic Language Analysis (CLA), Analysis and Reporting (A&R), and Cryptologic Computer Network Operations (CCNO). Languages supported in the CLA discipline are Arabic-Modern Standard, Chinese, Korean, Persian-Farsi, Russian, and Spanish.Specific duties may include, but are not limited to:Develop and teach materials/content to mirror analyst tasks and update existing materials to meet DoD and NSA/CSS training requirements.Use blended learning techniques which may include a combination of eLearning tools, video and audio exercises, readings, case studies, and demonstrations of required skills through work-related tasks in accordance with Government guidance.Clarify and document customer operational requirements, training objectives, and level of materials.Assist in the prioritization of requirements for training development.Research and leverage classified and unclassified domain-specific resources for relevant, authentic content.Develop training materials to include analysis of operational, task-based exercises.Collaborate with instructors and other Government and Contractor developers in the design, development, and documentation of domain-specific training materials.Employ technology (ex. Audacity, Adobe C5S, Adobe Premier) in developing training materials for learning that combines blended delivery modes such as online, distance, asynchronous eLearning technology, and self-paced instruction.Collaborate with SIGINT Operations technical experts as well as other Government and Contractor instructors and developers to obtain and develop training materials.Develop practical evaluations to test the student’s mastery of the learning and/or performance objectives.Identify and recommend learning applications and tools that enhance training delivery.Team with other Government and contract instructors and developers.Provide technical guidance for the design, development, and delivery of technology-mediated learning activities and content for Government approval.Design and develop practical evaluation methods to test the student’s mastery of the learning and/or performance objectives.Aggregate and analyze customer and student feedback and other metrics regarding the success of training.Review new and existing materials, and training documentation to ensure they meet sound ISD principles and NCS guidelines and standards; provide written feedback with recommendations and proposed changes to the Government; develop and implement solutions to fix deficiencies.Required Qualifications:Master's Degree in language, Area Studies, Education, Education Technology, ISD, Intelligence, or other directly related discipline.Three (3) years experience, within the last ten (10) years, in synchronous and asynchronous instructional systems design and in the development of skills-based instruction to adults to include using web-based or distance learning teaching technologies (e.g., Centra, Blackboard, Questionmark, SumTotal).In lieu of the relevant Master's Degree: a minimum of six (6) additional years of applied, practical experience in the education, instructional design, or applicable analysis fields for a total of fourteen (14) years experience OR a B.A./B.S. and an additional two (2) years experience in the education, instructional design, or applicable analysis fields for a total of ten (10) years may be substituted.Meet skill level requirements for Microsoft Outlook Level 1, PowerPoint Level 1, and Word Level 1.Minimum of nine (9) years’ experience, must include:
Five (5) years SIGINT or Intelligence Community experience as a Signals Analyst; andThree (3) years’ experience, within the last ten (10) years, of applied practical experience developing, documenting and/or updating basic, intermediate, or advanced language training materials following the principles of ISD.
For Instructor role, must possess three years’ experience teaching the relative discipline to adult learners.Clearance:
Must possess an active Top Secret / SCI security clearance.Travel:
CONUS and OCONUS travel may be required.
