Duties/Responsibilities
(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
Manages subdivision plats, development concept permits, site construction permits and other instruments and activities related to private development within the County;
Reviews projects for statutory and other regulatory requirements as assigned;
Coordinates and guides internal and external agency approving authorities as to process and regulatory functions associated with private development project approval;
Solicits, coordinates, evaluates and consolidates review comments from other agencies and approving authorities;
Serves as ombudsman in matters pertaining to private development project approval across County departments and exterior agencies;
Develops, implements and administers new strategies to project and program development approval in line with department goals and County Administrator commitments, while managing project risk to the County;
Implements project and/or program quality control/quality management;
Participates in code development/update processes and recommends modifications to regulations and standard operating procedures;
Coordinates development approval with business clients and other County departments;
Coordinates the integration of business development activities with those of other County departments and divisions;
May supervise, train and evaluate professional, technical and support staff, make recommendations on hiring, termination, and related personnel activities to management and initiates progressive discipline processes as necessary.

principles of development including but not limited to: grading, traffic, roadway design, land surveying, land use, drainage, building construction, zoning, water, wastewater, utilities, energy, environmental quality, cultural resources, and recreation;
principles and practices of supervision;
local, County, state, federal and accreditation body rules, regulations and standards.

planning, coordinating and directing projects and services;
evaluating and adapting current resources and regulatory processes to changing client and consumer needs;
communicating effectively, both orally and in writing;
mitigating conflicting recommendations from external agencies and approving authorities;

managing, training, motivating and coordinating professional, technical, paraprofessional and clerical/administrative staff;
planning, administering and managing the activities of assigned area of responsibility;

operating electronic design, review and financial information systems;
analyzing and interpreting engineering design, developing reports and making recommendations to administration, professional staff and outside accrediting bodies.
Minimum Qualifications
A Bachelor’s degree from an accredited college or university in business administration, project management, construction management, land planning, architecture, engineering or a related field as determined by the appointing authority at the time of recruitment and one year of professional experience in development project management or review.
(Relevant experience/education from an accredited college or university may be substituted.)

Selection Procedure :Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
