This position is responsible for supervising the day-to-day operations of the Parking Management.Responsibilities:
Assists with plans, allocates, and monitors time, people, equipment, and other resources of the Parking Enforcement Division; carries out supervisory responsibilities in accordance with policies, procedures, and applicable laws.Assists the Parking Manager and directs the parking division, including all city parking garages and surface lots.Monitors the collection of revenue generated by the division; pursues all outstanding citations according to policy.Manages the Uptown Golf Cart Shuttle service ensuring the comfort and safety of passengers, delivering the riders to their destination on time, and ensuring clean and well-kept vehicles.Ensures that Parking Enforcement employees carry out their responsibilities as assigned; conducts field visits; performs employee evaluations.Inspects and ensures that all parking facilities are safe, secure, and well-maintained.Logs and records all accidents and incidents occurring in the garages or on surface lots; prepares accident and incident reports.Addresses customer complaints and arbitrates disputes.Testifies in court on disputed tickets.Maintains a database of all parking stats for immediate use.Develops ordinances relating to parking and enforcement.Maintains parking database.Assists with training employees of the parking division.Writes citations in accordance with city policies and ordinances; oversees special event parking; appears in court as necessary; authorizes the booting of vehicles with outstanding violations.Attends conferences to stay informed of trends in parking.Provide administrative support to the Homeland Security Office in the event of evacuation transportation.Performs other related duties as assigned.Qualifications:
Knowledge of access and control equipment for garages.Knowledge of standard business mathematics and accounting.Knowledge of maintenance procedures and the equipment needed to maintain garages.Knowledge of security requirements for parking garages and surface lots.Knowledge of city policies and procedures pertaining to accidents and incidents.Knowledge of city ordinances.Skill in the operation of standard office equipment.Skill in the operation of computers and various software programs.Skill in oral and written communication.Ability to operate a motor vehicle and golf carts.Knowledge and level of competency commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with high school education. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years of experience or service. Possession of a valid Driver's License issued by the State of Georgia for the type of vehicle or equipment operated.Physical Requirements:
The work is typically performed while intermittently sitting, standing, stooping, walking, and driving. Additionally, the following physical abilities are required:Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching.Grasping – applying pressure to object with fingers, palm.Handling – picking, holding, or working with whole hand.Hearing – perceiving sounds at normal speaking levels, receive information.Kneeling – bending legs at knee to come to rest at knees.Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.Manual Dexterity – picking, pinching, typing, working with fingers rather than hand.Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.Pulling - use upper extremities to exert force, haul or tug.Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.Reaching – extending hands or arms in any direction.Repetitive Motion – substantial movements of wrists, hands, fingers.Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.Standing – for sustained periods of time.Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.Visual Acuity – prepare, analyze data, transcribing, computer terminal, extensive reading.Walking – on foot to accomplish tasks, long distances, or site to site.The work is typically performed in an office, library, computer room, or outdoors where the employee may be exposed to cold or inclement weather.
