? ?The anticipated yearly salary range for this position is: $143,152 - $161,963, based on experience.About the role:The Vice President of Human Resources (VPHR) is responsible for providing strategic human resources leadership in alignment with Walla Walla Community College's mission, vision, strategic plan, and accreditation standards.As a member of the college's executive leadership team, the Vice President of Human Resources is a key contributor to college policy formulation, strategic planning, and budget development. This position is responsible for the development and guidance of formal and articulated human resource strategies and programs for all employment and personnel operations of the college including: recruitment, retention; employee training and professional development; classification and compensation administration; contract and labor relations; employee relations; compliance training; affirmative action/equal employment opportunity compliance; discrimination and harassment complaints; and employee disciplinary actions. The Vice President also provides guidance to the President and the executive leadership team regarding contract interpretation and administration for three represented employee groups. This position works with the President and executive leadership team to build and maintain a highly skilled, well-trained, diverse, motivated, and productive workforce, and become an employer of choice.Learn more about the HR team at Walla Walla CC:https://www.wwcc.edu/employees/human-resources/Essential Functions:Develops, recommends, and carries out approved personnel/human resources programs in alignment with and support of the Colleges strategic plan.Designs and executes strategies for adherence to all federal and state laws, regulations, and college policies and procedures.Maintains an expert-level knowledge of industry trends, best practices, and operating guidelines.Serves as the College's primary human resources liaison with the Washington State Attorney Generals Office.Advises the President and the Board of Trustees, in conjunction with the assigned Assistant Attorney General, on all personnel matters concerning the College.Receives and determines appropriate handling of complaints and grievances filed under College policies, procedures or collective bargaining agreements.Serves as the Title IX Coordinator, Public Records Officer, and ADA/Section 504 Coordinator.Serves as the lead negotiator on behalf of the College during contract negotiations and promotes collaborative labor/management relations.Investigates and recommends employee disciplinary action consistent with College policies, procedures, and appropriate collective bargaining agreement(s).Assists with the development and implementation of Board policies and administrative policies and procedures ensuring consistent application of and compliance with state and federal laws and regulations;Interacts with administrators, supervisors, and employees to assess department/division human resource needs including, but not limited to, organizational departmental structure, staffing, and organizational development.Responsible for interpretation and application of all salary and benefits programs, including with the provisions of the faculty, classified, and exempt employee collective bargaining agreements.Develops and coordinates all aspects of recruitment and new employee orientation activities for College employees.Serves on various College committees as designated by the President; acts as a liaison to external stakeholders and organizations regarding human resources matters (i.e., State Board for Community and Technical Colleges, Washington State Department of Personnel, Executive Ethics Board, Department of Labor and Industries, Department of Employment Security, Human Rights Commission and other organizations).Leads, participates in, and coordinates a wide variety of projects, committees, task forces, and/or other duties as assigned by the President.Required Qualifications:Equivalent education/experience may substitute at the discretion of the College.Bachelor's degree or higher in human resources, business administration, public administration, organizational development, or related field.Seven or more years of progressively responsible human resources management experience within a higher education institution or public sector organization.Experience developing and administering EEO and/or Title IX programs, in a higher education setting.Experience championing diversity, equity and inclusion practices across an organization.Experience in budget development and/or management.Education and/or experience in public sector labor relations with a focus on collective bargaining, interest-based dispute resolution, or related experience.Progressively more responsible supervisory and/or management experience.Preferred Qualifications:Master's, Juris Doctorate, Ph.D. or other advanced degree in human resources management or related field.SPHR certification and/or experience with higher education personnel practices and law.Strategic planning and operational management skills with the ability to translate vision and strategy into clear, actionable goals.Excellent management, interpersonal, communication, and problem-solving skills, combined with a collaborative and collegial leadership style.Bilingual, especially in Spanish/English.Another Source works with their clients, on a retained project basis.
