El Paso Water (EPWater) is a non-profit, municipal public utility providing regional water, wastewater, and stormwater services to a population of approximately 854,000, or 96% of the City and County population.

EP Water is seeking a Utility Chief Financial Officer to be responsible for the strategic oversight and coordination of financial and support service operations including Finance, Budgeting, Accounting, Property and Treasury Management, Cashiering, Purchasing and Contracts Administration, and Asset Management. The CFO is responsible for providing oversight of three Utility Assistant CFOs and total approved FY2024-25 budgets of $889 million for the Water and Wastewater Utility and $99.4 million for the Municipal Drainage Utility. The current operating budget for the CFO's portfolio is $6.4 million.

Leadership Opportunities for the CFO

Financial Strategy Leadership: The CFO will have the opportunity to shape EPWater's financial trajectory over the next decade. Responsibilities include formulating a comprehensive financial plan, sourcing funding for capital projects, and overseeing the Capital Improvement Program (CIP). This pivotal position requires expertise in financial management and strategic resource allocation to ensure long-term sustainability and growth.

Rate Design and Implementation: The CFO will assume responsibility for advancing the ongoing utility rate study. With adoption slated for January 2025, the CFO will synthesize findings and formulate recommendations to present to the Board. The CFO will be afforded the opportunity to shape critical decisions impacting the organization and the communities it serves, fostering financial stability and public trust.

System Modernization and Automation:

The CFO will drive the modernization and automation of systems, accounting processes, and purchasing protocols, and leverage their expertise to streamline operations and enhance efficiency. Through strategic planning and effective staffing management, the CFO will lead initiatives to optimize workflows and elevate technological capabilities, positioning the organization for success in the digital era.

Talent Development and Succession Planning:

The CFO will be expected to prioritize talent development and succession planning to ensure a skilled and empowered workforce, fostering a culture of mentorship and continuous learning to cultivate a pipeline of professionals equipped to tackle future challenges. This commitment to building organizational resilience and excellence underscores the CFO's role as a strategic leader in driving sustained success.

Compensation and Benefits

The starting salary for this position will be $132,000 - $201,000 DOE/DOQ. The comprehensive benefits package includes a vehicle allowance, enrollment in the City of El Paso Employees Retirement Trust and deferred compensation plan, comprehensive health, dental, vision, and life insurance coverage, tuition reimbursement, as well as vacation, personal days, and sick leave. Employees also enjoy twelve (12) paid holidays annually, and access to a wellness program. The CFO is required to establish residency within the County of El Paso, with potential relocation assistance available.

Desired Qualifications

This position requires a bachelor's degree in finance, accounting, business or public administration or related field, and eight years of progressively responsible professional experience in accounting or financial management to include four (4) years in a municipal or government agency or utility, and four years management or supervisory experience. Preferred candidates should be recognized as a Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or a Certified Government Finance Manager (CGFM). The selected candidate must be bondable.
