Work Here!JOB SUMMARY:Responsible for overall procurement and contract management and serves as the Disadvantaged Business Enterprise Liaison Officer (DBELO). Participates in planning of programs, policies or objectivesfor own work group and department.Responsibilities:Manages all aspects of the departments federal procurement processes, ensuring compliance with all federal, state and local requirements; Coordinates approvals with FTA and/or TxDOT through the process when necessary; Participates in pre-bid meetings.Works directly with Purchasing and County Attorney regarding federal requirements to ensure compliance; Participates in contract negotiations, monitors contract compliance; Oversees contractor site visits/reviews and prompt payment of subcontractors.Responsible for developing, implementing and monitoring the DBE program and serves as the Departments DBELO; Collects and reports statistical data, reviews contracts and solicitations for DBE compliance; Analyzes the Countys progress towards goal attainment; Monitors contractor DBE activities and investigations allegations of non-payment by contractors; Attends DBE outreach activities.Manages department contractors to ensure projects are moving forward in a timely and efficient manner.Ensures contract activities are carried out in accordance with federal, state and local requirements; Provides regulatory guidance to contracts; Identifies, addresses and coordinates resolutions to issues that may arise during any phase of the project; Addresses contractor performance issues and enforces contract provisions; Reviews and approves or denies contractor invoices based on work performance and contract requirements; Ensures projects stay on budget and on time.Prepares timelines, status updates and other data sets for use in milestone reports to management, stakeholders and/or granting agencies.Liaison to internal departments and external agencies, contractors or vendors issues and needs; Represents department in Commissioners Court as needed.Directly supervises administrative staff; Assigns tasks, provides training, guidance and direction as needed to ensure workflow efficiency; Approves time off requests, reviews and approves timesheets; Participates in the selection of assigned staff; Trains staff in their areas of work including methods, policies and procedures; Identifies, recommends and coordinates enrollment in training courses, seminars or other in-service programs to assist staff in improving work performance; Conducts employee performance appraisals; Investigates, prepares, conducts disciplinary and/or termination actions as required.Serve as a TxDOT and FTA procurement expert, providing guidance and support to departments such as Purchasing and the County Attorney's office.Must participate in ongoing training throughout the year, including an Annual Procurement training.Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.Qualifications:Bachelors or Associates Degree in Business Administration or closely related field.Four years job related experience. Public Transportation and DBE experience preferred.Proven proficiency with both oral and written communication skills.Strong math and/or accounting and management skills.Organizational skills and the ability to complete multiple tasks a must.Strong interpersonal skills and the ability to deal effectively with the public, other employees and elected officials.SALARY RANGE: : $31.01 - $38.81 per hour based on qualificationsCLOSING DATE:
