Kalman & Company is seeking a highly motivated, performance driven individual with strong cost analysis experience to work closely with our United States Marine Corps (USMC) and Department of Homeland Security (DHS) clients. Successful candidates will have excellent communication, quantitative, research, and analytical skills and the ability to principally contribute to several of the largest and most significant studies in Kalman's portfolio. This position will require on-site meeting attendance at corporate and/or client locations in the Arlington, VA area several times a month. Specific DutiesLead the development and maintenance of cost, affordability, and schedule analysis to support the acquisition of emerging USMC and DHS capabilities.Coordinate with a variety of stakeholders (senior government leadership, competency leads, etc.) to collect and communicate information to help ensure the success of priority programs.Conduct planning analyses, cost as an independent variable analysis, and Earned Value Management (EVM) analyses, implement estimating methodologies, and analyze data to support cost models build efforts.Document and defend cost analyses including Life Cycle Cost Estimates (LCCEs), Acquisition Program Baseline (APB) Section C, Business Case Analyses (BCAs), Economic Analyses (EAs), Analyses of Alternatives (AoAs), cost/risk uncertainty analysis, trend/variance analysis, and Program Objective Memoranda (POM) budget submissions.Develop Acquisition Strategies and other acquisition-related documentation to support program milestone decisions and gate reviews.Develop cost databases, cost estimating relationships, and cost factors.Build and defend budget requirements.Respond to congressional requests for information.Forecast future funding needs.Evaluate contracting courses of action.Assess sustainment costs associated with acquisition decisions.Lead the preparation of briefing materials and other communications packages and present analysis results to program leadership and outside agencies/organizations.Work autonomously and as part of a team to meet organizational and project goals.Possess a strong understanding of USMC and DHS acquisition processes.Understand the customer mission.Address business challenges with creative problem solving.
Required Education/Qualifications:US Citizenship is required.Government acquisition program experience is required.Bachelor's Degree in any field and successful completion of three semester hours of calculus and twenty-one semester hours in operations research, economics, math, chemistry, physics, or other sciences where the utilization of advanced math skills in geometry, trigonometry, statistics, probability, or quantitative analysesUS CitizenshipSeven or more years of DoD/DHS Cost Estimating, Integrated Program Management, EVM, and/or Scheduling experienceExpert knowledge of Microsoft Excel, Word, PowerPoint, and uncertainty/risk software packages (Crystal Ball, @Risk, and/or ACEIT)Ability to lead detail-oriented tasks and multi-task under minimal super vision.Excellent analysis skills and experience working with large data setsExperience supporting BCAs, AoAs, EAs, or other analytics studies.Strong verbal and written communication skillsAbility to work in a fast-paced, team-oriented environment.
Preferred Education/Qualifications:Active Secret Clearance or higherExperience supporting large-scale DoD and DHS IT or ERP programs.Proficient with ACEITCertification in cost estimation, Integrated Program Management, and/or EVM by a recognized professional society or educational organization (CCEA, DAWIA level II, AACE EVP, PMI, PMP, etc.)
