QinetiQ U.S. seeks a motivated Financial Analyst. This individual will be responsible for supporting a fast-paced client while working collaboratively with a small team to achieve organizational goals. This individual will analyze and manage data necessary for financial formulation related to critical mission operations, such as payroll, travel, etc. The primary workstreams include project management, financial management, process tracking and reporting.
Responsibilities
Assist with coordination, preparation, planning, and justification of the annual budget cycle in the Planning, Programming, Budget and Execution process (PPBE) to include schedules, training, briefings and meetings.
Develop and monitor program portfolios and provide data analysis in a programmatic overview. This includes reviewing budget law, regulation, policies, etc. Assist with appropriation funds control, development, tracking, maintaining, and analysis across the Future Years Homeland Security Program (FYHSP), including analysis of payroll, travel and other high visibility programs.
Assist in ensuring financial requirements are aligned with the mission and program objectives and are justified within the annual budget submission, to include Congressional Justification writing and editing.
Provide support for agency budget submissions (i.e. Congressional Justification).
Assist in the development of Resource Allocation Plans (RAP), and coordinate with all organization officials and representatives.
Assist in developing and reviewing policy direction, guidance and standard operation of procedures, to include fiscal guidance.
Assist with external and internal deliverables, to include Office of Management and Budget (OMB), Department of Homeland Security (DHS), and Congressional requests and tasks.
Work with stakeholders to develop and review the organization’s budget and budget proposals for completeness and accuracy.
Identify, plan, recommend, and implement solutions that improve efficiencies for internal processes.
Adapt and work in a dynamic environment with an eye for capturing short- and long-term goals.
Manage and report project progress on a daily, weekly, and monthly basis to the client as appropriate.
Required Qualifications
Ability to collaborate in a positive team environment.
Demonstrate mastery of financial database systems and tools.
Strong organizational, interpersonal, verbal, and written communication skills with an attention to detail.
A strong focus on solving problems and executing sound judgement.
Bachelor’s degree in finance, business, or accounting.
Three to five years of experience delivering federal financial management solutions.
Experience supporting Department of Homeland Security programs strongly preferred.
Ability to maintain a security clearance from the U.S. government.
Preferred Qualifications
Experience setting and managing positive client relationships and expectations.
Demonstrate previous experience effectively communicating with diverse team, client, and organizational stakeholders.
Ability to set priorities, plan, and organize tasks and deliverables as needs evolve.
Financial Management certification(s) or demonstrated understanding of financial management best practices.
