The Department of Psychiatry and Behavioral Sciences within the UW School of Medicine is the third largest clinical department within the School of Medicine with 330 full-time faculty members, 460 courtesy faculty members, and over 350 staff. Department faculty provide clinical services in 5 hospitals, 14 primary care locations, and several outpatient sites in addition to telepsychiatry consultations to more than 150 clinics in Washington and beyond. As the only academic psychiatry department serving the five state WWAMI region (Washington, Wyoming, Alaska, Montana, Idaho), the Department’s highly competitive residency training program is largely responsible for developing the mental health workforce in the Pacific Northwest. The Department’s robust research portfolio totals $67 million in grants and contracts per year for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. Other areas of excellence include Addictions, Autism, High Risk Youth, Neurosciences, and Trauma, and the Department is developing innovative new programs in Technology and Mental Health, Global Mental Health, Maternal and Child Mental Health, and Targeted Intervention Development. Psychiatry is the third largest department in the School of Medicine and the largest non-divisioned department. The overall annual operations funding from all sources is over $130 million.

POSITION PURPOSE The Department of Psychiatry & Behavioral Sciences within the UW School of Medicine currently has an outstanding opportunity for a Child and Adolescent Psychiatry (CAP) Administrator. This individual reports jointly to both the SCH Service Chief of Psychiatry/CAP Division Head and to the Vice Chair of Finance and Administration and, in partnership, is responsible for managing the operations of the Division. This position is essential in collaborating with SCH and the UW PBSCI to manage funding, research, and staffing that meet the needs and guidelines of both organizations.

The position directly contributes to and is accountable for creating and sustaining a culture of service, creativity, collaboration, accountability, and excellence within the Child and Adolescent Psychiatry (CAP) Division. The CAP Administrator works with the Division Head and the administrative staff in the Department to ensure that the appropriate resources, services, and support are available to CAP faculty, trainees, and staff. This position is charged with maintaining an effective communication and collaboration network across a broad scope of responsibilities spanning two institutions.

DUTIES AND RESPONSIBILITIES STRATEGIC PLANNING (50%) The CAP Administrator is responsible for developing and directing the long-range strategic business plan for the Division. This includes preparation of business analyses, proposals, implementation plans for new programs, and the design and implementation of changes to existing programs. The CAP Administrator is directly accountable to both the Division Head and the Vice Chair of Finance and Administration of the Department of Psychiatry and Behavioral Sciences for the successful accomplishment of these tasks. This individual will advise the Division Head and the Department leadership team on faculty and staff effort recruitment and effort allocations, succession planning, and program development to improve CAP Division’s productivity and efficiency as well as solidify and diversify/expand its clinical, education, and research portfolio. This work will be done in collaboration with the central Psychiatry administrative team, SCH leadership, and Seattle Childrens’ Research Institute.

Foster robust working relationships by actively engaging with the Division Head, Medical and Program Directors, faculty, staff, and trainees to shape prospective program designs that proactively meet regional, state, and federal requirements.

Exercise independent judgment and decision-making to evaluate and implement long-term financial strategies that align with Division programs and the overarching mission of the Division and Department.

Maintain open and effective communication channels, collaborate closely with Department personnel, both internal and external partners, investigators, collaborators, division heads and other stakeholders as necessary.

Play a pivotal role in identifying funding opportunities for CAP projects and provide guidance on contract and proviso development, encompassing project scope and budgeting.

Ensure compliance with funder, state, university, SCH, and departmental policies and requirements.

Collaborate with the Division Head, Medical Directors, and Principal Investigators (PIs) to discern strategic hiring needs and develop corresponding plans including assessment of whether research is most appropriate to be managed by SCRI or UW.

Oversee change management initiatives to ensure smooth coordination and implementation.PERSONNEL MANAGEMENT (25%)The Division of Child and Adolescent Psychiatry in the Department of Psychiatry and Behavioral Sciences has over 80 faculty, 50 staff, 13 fellows and several postdocs each year. Because of continued growth, the CAP Administrator must work closely with SCH and Department HR staff to facilitate efficient recruitment and onboarding for all CAP faculty, staff, and trainees. Each faculty member has a multifaceted portfolio encompassing education, clinical, research, and/or administrative responsibilities.

Adept navigation of intricate systems, from the initial recruitment phase to onboarding, promotion, and eventual retirement to independently manage a diverse array of duties.

Guide Principal Investigators (PIs) in developing and managing their research teams, providing support in areas such as coaching, performance management, and more, while fostering effective collaboration with supervisors throughout the division.

Assume a leadership role in promoting and advancing diversity, equity, and inclusion initiatives within CAP Division, championing efforts to create a more inclusive and equitable environment and expanding recruitment to improve diverse hiring.

Collaborate with the Department HR team and the SCH Child Psychiatry HR Coordinator on faculty planning, hiring projections, recruitment, and onboarding.CLINICAL PRACTICE (15%)

Collaborate with the Division Head and Department Financial Officer to monitor faculty deployment and the revenue cycle, in conjunction with CUMG practice plan and SCH medical executive leadership.

Develop, review, and monitor physician productivity reports. Evaluate and oversee the preparation of reports for Service Chief/Division Head and the Vice Chair of Finance and Administration of the Department of Psychiatry and Behavioral Medicine as appropriate. Analyze findings and make recommendations regarding clinical productivity and physician billing activities.

Coordinate with CUMG and Department Financial Analyst to ensure accurate billing information and coding, thereby securing appropriate reimbursement for physician and facility/technical services.

Work with SCH program staff and Department Financial Analyst to ensure clinician templates are accurate and align with clinical effort and productivity expectations.

Collaborate with Medical Directors to effectively manage growth and support the expansion of medical services to meet patient demands.

Oversee Income Statement analysis for Psychiatry to ensure accuracy, conduct thorough analysis into outliers and provide variance analysis.

Engage with Service Chief/Division Head, Vice Chair of Finance and Administration, Department Financial Officer, and Division finance staff throughout the annual budgeting process.

Address ad hoc data requests, such as conducting cost/benefit analyses for new medical services and responding to funding requests.FINANCIAL MANAGEMENT (10%)

Strategize and oversee the financial operations of CAP Division, in collaboration with the central Psychiatry administrative team and SCH leadership.

Collaborate closely with SCH Psychiatry Administration to develop and administer CAP division budget, including authorizing and monitoring expenditures, identifying emerging trends, and providing regular reporting projections and resource analyses.

Deliver monthly reports to the Service Chief/Division Head and Department Financial Officer, projecting balances to the end of each fiscal year.

The CAP Administrator will lead SCH HR team, on coordination with PBSCI HR team on hiring plan, proforma development and process, and recruitment. MINIMUM REQUIREMENTS

Bachelor’s degree in public health, business, or higher education administration, or related field AND five years relevant experience, including in-depth knowledge of academic HR OR equivalent combination of education and experience.

Fiscal and program management in higher education, research administration, or a related discipline.

High degree of professionalism, customer and results oriented.

Flexible, detail-oriented, ability to multi-task and work under pressure.

Demonstrated excellence in program management, including process improvement. CONDITIONS OF EMPLOYMENT

Position suitable for hybrid working situation: combination of remote and in office work. This position will be expected to travel to in person meetings at SCH and/or UW as necessary to meet business needs. DESIRED QUALIFICATIONS

Master’s degree in Health Care, Public Health, Business or Public Administration, or related field.

Outstanding Excel and other software tools to create and manage reporting.

Prior UW experience with internal systems and HR processes.

Academic HR experience to include recruitment, onboarding, effort allocation, performance management, exit planning, etc.

Previous experience in a medical environment including experience monitoring clinical revenue and revenue cycle analysis.

Understanding of compliance issues in healthcare environment.
