General Description

The Grants Accounting division is responsible for grants related finance and accounting, reporting and audit functions for the City of Atlanta's Controller's office. This office is seeking a Senior Financial Analyst to perform post-award financial and accounting processes for grants, reporting and all activities involved with the Single Audit. This includes budget monitoring, accounting transactions and reconciliations, draws and accounts receivable, and working with various type of grants. Enforce policies and procedures to ensure compliance with federal guidelines (2 CFR Part 200), federal agency guidance and the supplemental guidelines. Establishing a working collaborative relationship with the various departments and agencies will be required to be successful in this job.

Responsibilities

Essential Duties & Responsibilities

May perform other duties as assigned.Provide departmental assistance to ensure compliance with the City of Atlanta and the Department of Finance's policies and procedures and ensure the accurate and timely recording of financial information in the City's accounting system.Coordinate with the various program managers and departments as necessary, for the efficient and effective financial management of grants.Assist in the preparation of legislation, review grant acceptances and legislative resolutions and ordinances.Manage spending of various grant awards to ensure that all grant expenditures are reasonable, allocable and allowable according to all federal, state and local regulations.Review and approve assigned award/grant budgets, drawdowns, invoices, revenue and disbursements pertaining to grants.Assist in monitoring departmental grant activities by performing grant reconciliations and analytical reviews of grant accounts on a monthly basis.Prepare and submit journal entries as required.Prepare accurate required reports for timely submission to awarding agency.Assist with the grants closeout process by identifying potential grants for close-out and analyzing General Ledger balances.Assist in the year-end process. Analyze revenue and expenditure activities at year end for any unusual differences. Prepare year-end analysis of balance sheet accounts and reconciliations in accordance with GASB reporting requirements. Complete tasks supporting year-end activities.Assist in the facilitation of the Single Audit and issuance of the Single Audit report to meet the annual audit deadlines. Help monitor and facilitate other audits of department grants required by federal, state, and local regulations and grant agreements. Review findings noted during the various audits, coordinate departmental responses and assist departments as needed to address and/or resolve findings.Performs other duties as required.Required Knowledge, Skills, And Abilities

Knowledge of federal grant guidelines as they pertain (2 CFR Part 200)Intermediate level skills in Excel, Word, and PowerPointKnowledge of Governmental Accounting StandardsWorking knowledge of ERP Systems, preferably in OracleA BS Degree in Accounting, plus a minimum of 4 years of accounting experience, preferably in a government setting4+ years of working with federal grantsBS in Accounting or FinanceExcellent communication skills

Qualifications

Minimum Qualifications - Education and Experience

Bachelor's degree in finance, accounting or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) Five years' of specific professional experience. May have some project management or leadership experience.

Preferred Education & Experience

Master's degree in finance, accounting or related field (Equivalent professional experience may be considered for substitution for the master's degree on an exception basis) with 5 years' of financial experience.

Ability to analyze financial data and reconcile accounts.

Advanced skill in the use of computers in accounting spreadsheet applications.

Advanced level skills in Excel.
