DutiesProvide executive leadership and direction in CMS-wide initiatives to streamline operations, improve performance, and implement best practices in human capital management.Plan, coordinate, and direct innovative programs designed to attract, cultivate, and retain a high performing, diverse workforce CMS-wide.Directs the administration and implementation of a comprehensive CMS Human Capital Strategic Plan and organizational objectives.Interface with customers, and represent the human capital organization at meetings, briefings, conferences, etc. with CMS senior officials, Department leaders, other Federal entities, and private industry representatives.Oversee day-to-day operations of the Office including special emphasis on oversight of management, human capital management, and administrative activities.Assures full coordination of OHC oversight and operational functions with other concerned/involved components and takes the lead as necessary acrosscomponents.

RequirementsConditions of Employment

Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Professional/Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and/or Professional/Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Professional/Technical Qualifications (PTQs)

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

Demonstrated executive-level expertise in a combination of management methods to improve organizational performance and apply these principles to human capital management processes in order to lead cross-functional teams through data-driven decision-making and continuous efforts, ensuring alignment with organizational goals and enhancing the overall employee and customer experience.Demonstrated executive-level leadership experience that reflects the mastery of human capital management principles for a large, fast-paced, complex organization that covers the full spectrum of a human capital management program, covering at least four (4) of the following human capital program areas: staffing, classification, labor, and employee relations, benefits, payroll, work-life programs, policy and accountability, executive services, talent development, human capital information systems, and human capital assessments.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Additional information

Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.

Veteran's Preference does not apply to the SES.

Workplace Flexibility at CMS:

This position has a regular and recurring reporting requirement. However, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position is authorized for telework. Information about CMS workplace flexibilities will be discussed during the interview process.

This is a Drug-Testing-Designated Position.

The incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
