Minimum Qualifications:Bachelor’s Degree in business administration, computer science, data science, information science or related field with experience in a higher education environment in integrating complex, cross-corporate processes, and information strategies.Preferred Qualifications:Master’s Degree in business administration, computer science, data science, information science or related field or higher with experience in data reporting in higher education leading the implementation of data governance programs to support the business and strategic analytic needs of a university or large enterprise.Primary Responsibilities:Summary:Function: The Data Management Officer will support the campuses of Sul Ross State University, Lamar State College Port Arthur, Lamar State College Orange, and Lamar Institute of Technology in strategic operations and planning by defining, communicating, and driving the implementation of data governance and data management methodologies.Scope:

The Data Management Officer (DMO) is a leadership role that is responsible for developing and incorporating a strategy to support data management, data quality, and data literacy efforts across the four institutions. Under the direction of the Director of Institutional Research at Sul Ross State University, and with the option of working remotely to serve all campuses, the DMO will consult with functional and academic offices to help guide their data management efforts. The DMO acts as the subject matter expert for data management and governance of the institutions, leading policy design, professional development initiatives, and building conceptual frameworks for use across all data systems. This role will be collaborative in nature and requires strategic acumen, expertise in implementing best practice data governance approaches, and skill to manage and support change across functional areas within the institution.Duties:Essential:

The Data Management Officer is responsible for various data assessment, governance, and management activities, including:Establishing agency data management programs using Texas Department of Information Resources (DIR) frameworks.Organizing Data Governance Committees at each institution and facilitating activities for those groups.Conducting data maturity assessments and data governance as required by DIR rules.Establishing data governance programs for all four institutions.Coordinating with Information Security Officers and records management officers, and the Texas State Library and Archives Commission in implementing best practices for managing and securing data in accordance with state privacy laws and data privacy classifications.Posting of high-value data sets to the Texas Open Data Portal.Classifying data.Implementing data management projects for functional offices.Working with data stewards in identifying data quality metrics and conducting regular data quality audits.Assisting with the creation and maintenance of procedural documentation.Creating and implementing data literacy training.Building and implementing workflow processes for data management initiatives.Meeting with Data Governance & Management teams to receive guidance on initiatives.Non-Essential:

Other duties as assigned.Skills:Required:Experience with implementation of project management best practices.Experience with data management, data warehousing, and/or data literacy training.Understanding of relational databases (e.g., Oracle, MS SQL Server).Strong analytical and problem-solving skills needed to complete complex tasks.Professional communication skills to work with other offices across campus.Organization and time management skills needed to complete multiple tasks simultaneously.High attention to detail.Ability to work collaboratively with other team members.Willingness to develop new knowledge, skills, and abilities in a changing environment.Excellent business acumen and interpersonal skills.Preferred:Experience with educational data and reporting at the state, regional, or federal level.Experience working with large, unstructured data sets.Experience of higher education student information systems (e.g., Banner).Experience using Tableau or similar business intelligence tools.Experience using Qualtrics or other online survey tools.Supervision:Received: Reports to the Director of the Institutional Research.Given: May supervise student or other classified employees.Working Conditions:This job may be performed remotely but will involve constant communication and regular travel to Sul Ross State University, Lamar State College Port Arthur, Lamar State College Orange, and Lamar Institute of Technology.Office conditions; standard hours; exempt from overtime provisions.The position is security sensitive.Responsible for personal safety and the safety of others; must exercise due caution and practice safe work habits at all times.
