Acquisition Subject Matter Expert III
– Arlington, VA (Remote)Background:Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a Subject Matter Expert III position supporting the National Guard Bureau. This is a full-time position that will provide services based on local time in Arlington, VA, Monday through Friday. This position is 100% remote but will require travel to the Customer site (with advanced notice) when required at the Army NG readiness center in Arlington, VA. Travel is anticipated to be up to 10%.Position Description:The successful candidate should possess expert-level proficiency with acquisitions to support the National Guard Bureau. This position conducts a broad variety of acquisition and contract management-related tasks. The Acquisition SME develops requirements, market research, cost estimates, solicitation documents, and other materials to support source selection. Additionally, this position supports contract management and administration with option exercises, contract filings, contract modifications, documentation of contractor performance, and other tasks.Requirements:Education minimum: Bachelor’s Degree in a related field.Experience minimum: Twelve years of government acquisition or related experience.Extensive, enterprise-wide knowledge and experience in all areas of the acquisition lifecycle.Working experience within Procurement Defense Desktop/Standard Procurement System (PD2/SPS) or implemented Contract Writing Systems.Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracting or equivalent (i.e., CFCM).Must possess the ability to operate both independently and as a member of a team.The ability and expertise to coordinate and facilitate communication at the General Schedule-15 (GS-15)/Senior Executive Service (SES) and Colonel (COL)/General Officer (GO) levels across the National Guard Bureau, Army National Guard, and Air National Guard commands and staffs.Working Duties (including, but not limited to):Support comprehensive methods for describing current and/or future structure and behavior of an organization’s processes, systems, personnel, and organizational sub-units, so that they align with the organization’s core goals and strategic direction.Demonstrate a multisided understanding of research techniques and strategy.Facilitate or complete any or all aspects of management support inclusive of (but not limited to): Requests for review and associated prioritization; Developing or modifying acquisition schedules and milestones; Developing, reviewing, and updating PRPs; Analyzing; researching; taskers; information requests; contract level financial analysis (and Requirements Validation Boards); File reviews/inspections; Quality assurance; Establishing, operating, and complying with internal audit programs for contracts to ensure compliance with statutes, regulations, and policy; Planning, participating, and developing information and briefs for program management reviews; Tracking and disseminating information and policy alerts; Developing and tracking workload lists for future years’ requirements with NGB-AQ-C customers; Tracking and reporting compliance of mandatory training within AQ-C.Source selection planning and advising, Cost and pricing estimation and analysis.Establishing, operating, and complying with internal audit programs for contracts to ensure compliance with statutes, regulations, and policy.Facilitating the design, implementation, evaluation, and maintenance of processes with NGB-AQ-C inclusive of (but not limited to): Desktop Guide, Repository development and maintenance inclusive of (but not limited to): Standard operating procedures, Pre and Post Award Templates, Checklists, Organization Structure charts for Army, Air, and Joint Directorates. Facilitate the establishment and creation of an internal audit program for contracts to assist in ensuring overall compliance with statute, regulation, and local policy.Data analysis within Paperless Contract File (PFC) and facilitate the ability to streamline management and reporting functionality.Analyze current contracts, trends, offloads, etc. to support future planning and guidance regarding manpower, bandwidth, organizational setup and workflow, and/or future procurement vehicles.Establish, maintain, and provide a training program comprised of smaller modules based on FAR, DFARS, AFARS, DoD 5000, Financial Management Regulations, and Army/local policies.Complete any or all aspects of Pre-award functions.Facilitate or complete any or all aspects of post-award functions.Assist requiring activities and contracting activity personnel with performing pre-award and post-award functions to plan and conduct the contracting process from the description of the requirements through contract delivery.Support requiring activities and contracting activity personnel with all aspects of developing actionable requirements packages for all types of contract actions.Create, review, and edit acquisition documents including but not limited to solicitation documents and justifications, Performance Work Statements (PWS), Statements of Work (SOW), Quality Assurance Surveillance Plans (QASP), Source Selection Plans (SSP).Draft Sources Sought Notices, requests for information, and special announcements.Provide acquisition advice to senior agency officials by performing internal reviews of contract strategies, plans, and approaches.Skilled in collecting and analyzing procurement data, including the ability to communicate and present the data clearly and effectively with senior agency officials.May be required to interact directly with senior client personnel on a recurring basis.Travel may be required (up to 10 percent).Other duties as assigned.Application Notes:Please provide a resume to include the duties and responsibilities performed for each previously held position.Please provide three professional references on your resume.Applicant must currently be authorized to work in the United States on a full-time basis.Kent, Campa and Kate Incorporated (KCK) is an equal opportunity employer.
