This is a Broadband Research Administrator Posting to be filled with either an RA2 or RA3, depending on candidates qualifications and experience.Research Administrator 2 Responsibilities

Performs the more complex pre-award and post-award administration of federal, state, private profit and private non-profit grants and contracts awarded to the University of Houston.Serves as team leader for research administration team for assigned college units.Supervises the award administration staff in Contracts and Grants, to include setting goals, performance appraisals, and cross-training.Oversees and reviews the proposal submission process to external funding sources and manages the process of cost center and notice of award creation, including modifications.Assists with the development and implementation of internal operating procedures; coordinates the work activities of Contracts and Grants and provides work direction as needed.Negotiates the terms and conditions of grant and sub-recipient awards, and reviews contracts with the Research Contracts Officer.Oversees the review and approval of select grant-related expenditure reallocation documents in compliance according to federal, state and university policies and regulations.Assists with development, modification, and instruction of research compliance training for faculty and staff.Assists with internal and external audits pertaining to the activities of Contracts and Grants.Performs other job-related duties as required.Research Administrator 3 Responsibilities

Assists the Director of Contracts and Grants in the coordination of the pre-award and post-award activities to ensure compliance with policies and regulations.Serves as working manager for research administration team for assigned college units.Supervises the award administration staff in Contracts and Grants, to include setting goals, performance appraisals, and cross-training.Oversees and reviews the proposal submission process to external funding sources and manages the process of cost center and notice of award creation, including modifications.Assists with the development and implementation of internal operating procedures; coordinates the work activities of Contracts and Grants and provides work direction as needed.Negotiates the terms and conditions of grant and sub-recipient awards, and reviews contracts with the Research Contracts Officer.Oversees the review and approval of select grant-related expenditure reallocation documents in compliance according to federal, state and university policies and regulations.Assists with development, modification, and instruction of research compliance training for faculty and staff.Assists with internal and external audits pertaining to the activities of Contracts and Grants.Performs other job-related duties as required.Additional Responsibilities

Perform post-award administration of federal, state, and foundation grants to the University of Houston’s College of Education.Research sponsor financial and administrative regulations applicable to funded projects.Assist faculty with preparing and submitting progress reports, no cost extension requests, re-budget requests, and other prior approval requests.Act as liaison between the Office of Research, the college business office, the university’s Division of Research, faculty, and funding agencies.Provide guidance to college faculty and staff on all fiscal and administrative matters, concerning sponsored-research projects.Assist in pre-award responsibilities, including developing budgets, guiding faculty on proposal requirements, and gathering required proposal documents from UH faculty and subcontractors.Hire and fund faculty, staff and students from grant-funded projects, including faculty summer research, graduate research assistants, hourly student workers, and temp staff.Process finance functions for grants, such as contracts, requisitions, voucher payments, cost transfers, and scholarship memos.Develop cyclical and ad hoc reports for individual grants, as well as larger reports for the college and office of research.Review and approve all purchase, reimbursement, and travel requests on grants and IDC cost centers.Perform monthly reconciliation review of all grant and IDC cost centers to ensure all expenses are charged correctly.Review effort certifications of grant-funded faculty, staff & students on a quarterly basis.Qualifications

Research Administrator 2 - Bachelors and 3 years experienceResearch Administrator 3 - Bachelors and 5 years experienceRequires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Requires a minimum of five (5) years of directly job-related experience.Salary
