JOB SUMMARYStructures and/or administers contractual documents that establish business relationships with vendors, customers and/or partners. Works with purchasing, contracting and legal departments to structure contracts, and analyzes contracts to ensure compliance to company policy, government specifications and other requirements. This position is expected to understand the terms of all software, hardware, network and consulting agreements from a legal and implementation perspective. This position is expected to help define and manage an RFP process, build contracts, and execute negotiations in concert with other departments and management. This position is expected to understand various technology billing practices and ensure they are accurate for payment. Monitors performance of information technology vendors. Works closely with the information technology groups to assess internal needs and vendor performance. Establishes and monitors service level agreements. Audits contractual compliance, solicits feedback and develops scorecards on vendors. Coordinates lifecycle activities such as compliance audits, software licensing and software/hardware upgrades and maintenance. Performs cost and spend analysis to identify cost effective solutions for existing and future contracts. Receives strategies and broad departmental objectives from senior leadership, establishes operational objectives and work plans. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Use of this job family outside of centralized IT requires approval from the Chief Financial Officer, the Technology Information Officer and the Deputy Superintendent Human Talent.
MAJOR DUTIES & RESPONSIBILITIES
Performs software license reviews and audits to ensure compliance and usage agreements are met.
Assists with the development and implementation of procedures for target renewals and RFP processes.
Maintains template RFPs and agreements in support of IT software, hardware and consulting requirements.
Monitors contracts for expiration, mergers, acquisitions, and changes, and consults with management on approaches and negotiations.
Maintains a repository of contracts.
Performs other job-related duties as assigned.
EDUCATIONBachelor’s Degree
WORK EXPERIENCE3-5 years
SKILL AND/OR REQUIRED LICENSING/CERTIFICATIONUses skills as a seasoned, experienced professional with a full understanding of industry practices and company policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. This job is the fully qualified, career-oriented, journey-level position. Has completed all basic certifications in area of specialty. Microsoft Office Suite.

WORK COMPLEXITY/INDEPENDENT JUDGMENTWork is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

PROBLEM SOLVINGDecisions are made with greater freedom and discretion, including recommendations that are subject to approval on matters that may affect multiple departments across HISD. May also review decisions made by other individuals on more routine matters.

WORKING/ENVIRONMENTAL CONDITIONSWork is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Repetitive motion: Substantial movements of the wrists, hands, fingers, and/or upper body for sustained periods of time, including using extremities to drag, push, pull or grasp. Sitting: Particularly for sustained periods of time. Work is normally set to specified shifts. This position is expected to be goal and customer service focused. During times of emergencies, outages and project planned work; employees are expected to be on call and available until the event is addressed. During system conversions, extra effort may be required in order to ensure the roll out of the system is successful.
