Primary Purpose:
Reporting to the Purchasing Manager, the Procurement Supervisor is responsible to oversee the purchases of goods and services for two facilities in Albany, Oregon. This will include sourcing, bidding, and negotiating to procure the most value from suppliers in support of production needs.
Essential Job Functions and Responsibilities:
Procurement
Directs personnel at multiple locations on daily procurement of goods and services to support organizational objectives.
Coordinates with buying personnel in Mexico in support of Oregon facilities.
Ensures products and services offer consistent quality, reliability, and availability to meet required schedules.
Works with relevant departments and places orders as needed to meet material inventory requirements.
Evaluate quotations for purchased goods and services and negotiate to ensure quality, price, delivery and service.
Enters order details (e.g. vendors, quantities, prices) into internal databases.
Tracks orders and ensures timely delivery.
Prepares reports on purchases, including cost analysis.
Reviews purchase orders for proper authorization and compliance with organizational policies and procedures.
Contract Management
Renews blanket purchase orders and coordinates renewal process within procurement team.
Negotiates complex requests for equipment, supplies, and services from suppliers.
Monitors compliance with contractual agreements and customer requests related to procurement.
Process Improvement
Responsible for development of procurement system to interface between CPP facilities.
Prepares work instructions for purchasing systems and procedures.
Monitors frequency of purchases to recommend and implement options to increase purchasing leverage.
Monitors timeliness of order processing and recommend improvements to increase effectiveness.
Identify new sources and maintain supply base to provide high-quality products and services at a lower cost.
Collects and reports data related to cost savings initiatives.
Troubleshoots cost, quality and delivery concerns for resolution with suppliers.
Minimum Qualifications - Knowledge, Skills and Abilities:
Knowledge Of:
Sourcing and supplier management.
Government contracts and requirements, including Export Control.
Process improvement in a manufacturing environment.
Skilled In:
Excellent communication.
Exceptional operation of computing systems, including Microsoft Excel, Access, Outlook, Word and PowerPoint.
Multi-Tasking in a fast-paced manufacturing environment.
Operation of enterprise software, such as Infor Visual and/or Syteline preferred.
Experience with Material Requirement Planning systems preferred.
Ability To:
Demonstrate strong negotiations with suppliers.
Demonstrate leadership within team.
Effectively learn new software.
Education, Certifications and Experience:
At least 5 years of purchasing experience in manufacturing, and 3 years of leadership experience required.
High school diploma or GED, and bachelor’s degree required.
Purchasing Certificate preferred.
Bilingual (Spanish) highly advantageous for the position.
4-year college degree in Supply Chain Management or a related field of study is preferred.
Work Conditions:
The noise level in the work environment is usually quiet to moderate but the employee will be exposed to higher noise levels when required to be in manufacturing areas. The individual may be exposed to moving mechanical parts, machinery, and vehicles when in the manufacturing areas.
Periodic travel required to company facility in Mexico. Frequent travel between the local Albany, Oregon facilities.
Personal Protective Equipment (PPE) may be required when working in applicable areas within the plant.
Schedule:
Day shift - Monday-Friday onsite
