Pay RangeHiring Range: $57,607 - $69,128 AnnuallyFull Range: $57,607 - $80,649 Annually

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

This position is in the Treasurer's office and is responsible for managing significant volumes of financial transactions, including cash, checks, credit card payments, electronic transactions and investments. This position also serves as the liaison between County departments and external agencies. The responsibilities include preparing general journal entries, cost transfers, reconciliations, and various other financial documents.Duties/Responsibilities

General Duties:

Performs required accounting internal control activities such as reconciling cash, ensuring that data entered in the automated accounting system is in balance with source documents, and balancing input against controls and validation reports;

Analyzes problems and reconciles discrepancies between data input, internal controls, and output reports;

Creates adjusting or correcting accounting transaction documents to address accounting discrepancies;

Ensures that data entered into the automated financial account system is processed, balanced, recorded, and reported in an accurate and timely manner;

Analyzes and classifies transactions and items by researching source documents and determines appropriate transaction, item code, funding source, and record-keeping requirements;

Ensures departmental compliance with Board of Supervisor policies and Administrative Procedures;

Observes accounting processes and makes recommendations to supervisor for procedural improvements and changes to report output;

Assists in developing and maintaining internal controls;

Reviews accounting reports for accuracy in revenues and expenditures and makes recommendations for necessary corrections;

Bills, collects, accounts for, and manages a variety of debts due;

Assists in the training and review of work of accounting support personnel;

May assist in the testing of financial system upgrades and reports;

May prepare, project, and monitor department and grant budgets and prepare various reports for submission to private grantors, state and federal governments.

In addition to the General duties cited above, positions within the Finance & Risk Management may include the following:

Reviews accounting transactions for validity, proper coding, and conformance to Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB);

Reconciles Countywide bi-weekly payroll;

Prepares quarterly receivable collection reports that are presented to the Board of Supervisors;

Prepares supporting documentation for the annual audits of County financial reports;

Prepares and enters Countywide interdepartmental charges, and reconciles various accounting records and documentation prepared by others;

Performs procedural maintenance on the automated accounting system such as maintaining, adding, and deleting accounts, departmental and project codes, and agency table files;

Conducts file research and provides auditors with data and information concerning accounting procedures used in assigned area;

Assists in the testing of financial system upgrades and reports.

KNOWLEDGE & SKILLS:

Knowledge of:

General governmental accounting principles, pronouncements, practices, rules, regulations, and methods to include GAAP, GASB, etc.;state and federal laws regarding grants, regulations, and compliance requirements;training methods and procedures;various software programs;financial record-keeping practices;County policies and procedures.Skill in:

applying Generally Accepted Accounting Principles and County procedures to accounting transactions;interpreting financial reports and using problem-solving techniques to solve accounting discrepancies;analyzing and interpreting financial and accounting records and preparing financial statements and reports;communicating effectively, both orally and in writing;training and scheduling the work of others;preparing, verifying, and reconciling accounting documentation.

Minimum Qualifications

1) A Bachelor's degree from an accredited college or university with a major in accounting, finance, economics, public or business administration, or a closely related field as defined by the appointing authority at the time of recruitment and one year of professional level experience in accounting, budgeting, auditing or accounting analysis, or financial management research.(Additional relevant experience and/or education from an accredited college or university may be substituted.)OR:(2) One year with Pima County as a Financial Accountant, Financial Analyst, or Financial Operations Technician.

Preferred Qualifications

:

Experience in government accounting.Experience with bank/cash handling.Bachelor's degree or higher in accounting, business or related fieldMinimum two (2) years experience in professional accounting.

Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Licenses and Certificates: Some positions require a valid Arizona Class D driver license at the time of application. Failure to maintain the required licensure shall be grounds for termination.
