Summary:

The VP - Policy and Compliance provides strategic design, development, organization, implementation, and operation of the Association's compliance management program and oversee the Association's policies to ensure compliance with Farm Credit Administration regulations.

Position Responsibilities:Compliance

Attends trainings and reads articles on lending regulations, policies and procedures, consumer protection and public interest laws and their impact on the AssociationDetermines when to discuss procedural changes based on findings with appropriate staffRecommends, develops, and revises policies and procedures to meet federal and state regulations for manager approval, as directed by management teamAssist in ensuring policies are maintained in accordance with the Policy Review ScheduleReview of the National Oversight Plan and prepare an executive summary for reviewCreate and/or amend risk/audit/compliance policy, procedures, and training materials as neededStay abreast of changing regulatory requirements by actively reviewing FCA website and consumer protection sites - work with COO to maintain Compliance Management ProgramPolicy and Procedure Management

Maintains the Association's Policy Review Schedule and ensure policies go for board approval as outlined in the schedule and based off regulatory guidanceWork with outside counsel to ensure policies are up-to-date and in compliance with regulatory guidanceDevelops and revises policies and procedures to ensure compliance with federal and state regulationsCreates step by step guidance and procedures to comply with current regulationsRun and analyze required compliance reports-HMDA, Fair Credit Reporting Act (Disputes), OFAC, QRL, etc.; work with COO to troubleshoot report findings.Project Management - Compliance

Develop and coordinate regulatory projects as approved by Management to meet strategic business objectives and pending regulatory guidanceDevelop detailed project plans, including tasks, timelines, resources, and dependencies.Coordinate project tasks and activities among team members, ensuring alignment with project goals.Training and Expertise

Answers questions from employees and management regarding compliance, policies and proceduresTrains and provides compliance guidance to management, lending officers, credit officers and support staffCreate and/or amend risk/audit/compliance policy, procedures and training material as needed.Minimum Qualifications:

Bachelor's degree in business administration, risk management, or related field3 - 5 years of experience in compliance, risk, finance, management, or banking.Or an equivalent combination of education and experience sufficient to perform the essential functions of the jobPrefer Farm Credit Administration (FCA) experience with the agency or at another Association within the Farm Credit System.Knowledge and Skills Required:

Knowledge of Adobe, Microsoft Word, Excel, PowerPoint, and Outlook sufficient to create, update and save basic documentsSkill in leadership of regulatory projectsKnowledge of project plan creation and executionAbility to communicate and collaborate with stakeholders on regulatory projectsAbility to present to a variety of audiencesAbility to review pending regulatory compliance and skill to problem solve implementation strategies at the Association levelSkill in learning, retaining and applying industry specific rules and regulationsSkill in utilizing time in an efficient and effective manner on competing projects with sensitive deadlinesSkill in applying processes and procedures to factual data to make a logical decisionSkill in good judgement and polite behaviorSkill in interacting and working effectively with othersSkill in focusing and concentrating on detailsSkill in organizing projects and competing projectsKnowledge of the Farm Credit Administration (FCA), Consumer Financial Protection Bureau (CFPB), regulatory complianceOral and written communication skills sufficient to discuss a variety of job-related topics, and to effectively communicate complex topics to a variety of audiences relating to policies, procedures and project plansOklahoma AgCredit is an Equal Opportunity Employer dedicated to diversity in the workplace and offers a great work environment.
