Summary:
We are seeking a Senior Financial Data Analyst to assist in transforming and optimizing financial management operations for the Centers for Disease Control and Prevention (CDC), with a particular focus on global health programs. This role involves identifying and implementing best fiscal practices, streamlining processes, and managing data to enhance financial transparency and decision-making at both headquarters and country offices. The ideal candidate will have strong analytical, organizational, and communication skills, with expertise in financial data management and process improvement.
Responsibilities
Essential Job Functions:
Financial Transformation & Process Improvement: Identify fiscal stewardship best practices, design financial tools, dashboards, and processes, and implement scalable financial management solutions across divisions.Spend Plan Management: Recommend enhancements to spend plan reporting for branches and country offices, ensuring budgetary conformance and accuracy.Spend Plan Analysis: Create and develop periodic budget reports, spend plan analyses, and support end-of-year closeout processes.Data Centralization & Tool Development: Support development and maintenance of license-free tools for managing and centralizing financial data.Scenario Planning & Forecasting: Advise on integrating financial and programmatic data for advanced forecasting and scenario planning capabilities.Process Automation: Streamline and automate financial management processes, clarifying roles and responsibilities for improved efficiency.System Transitions: Support transitions between CDC's financial systems, such as IRIS Suite to the Resource Management System (RMS).Standard Operating Procedures (SOPs): Develop clear SOPs to guide financial procedures and provide reference to the Division of Global Health Protection (DGHP) Finance Office.Budget Reporting & Monitoring: Compile, analyze, and prepare budget reports; track actual versus budgeted spend plans to ensure compliance with regulations and organizational objectives.Collaboration: Work closely with program managers to rectify budget reports and provide guidance to fellow financial analysts as needed.Qualifications
Necessary Skills and Knowledge:
Expertise in compiling and analyzing financial data, producing budget reports, and creating spend plan analyses under tight deadlines.Experience in designing and implementing financial management processes and tools, particularly in a global health context.Familiarity with financial systems such as CDC's IRIS, RMS, and advanced Excel skills for data analysis and report generation.Strong ability to collaborate with diverse teams, including program managers, budget analysts, and external partners.Ability to monitor and ensure accuracy and conformance in financial reporting and spend plan monitoring.Knowledge of financial forecasting and scenario planning to support future budgetary needs.Minimum Qualifications:
Master's Degree in a related field.Minimum 10 years of experience with financial management in a public health or global health setting.Proven ability to manage financial transitions between large organizational systems.Strong data analysis experience and background.Proven ability to propose solutions and identify opportunities for improvement.Ability to work under pressure and meet tight deadlines while maintaining high-quality outputs.Preferred Qualifications:
