Overview:

The Compliance Manager is responsible for assisting with the maintenance of MCU's Compliance Management System. The Compliance Manager serves as a subject matter expert regarding consumer finance laws, rules, and regulations; proactively identifies process improvements or control gaps and facilitates necessary associated changes; validates the appropriateness of control processes or guides the assigned business units in implementing improvements; works with outside compliance counsel and vendor(s) and internal stakeholders to ensure proper implementation of the credit union's compliance program and manage member complaints. The Compliance Manager may provide guidance to more junior professionals to improve their understanding of compliance, control, and documentation policies and maintains strong working relationships with other business units, senior management, internal audit, and the credit union's regulators.

Responsibilities :

Specific duties include, but are not limited to, the following:

Assisting with the development, implementation, maintenance and administration of the Credit Union's Compliance Management System, which includes but is not limited to developing and executing applicable risk assessments, developing, scheduling, executing, and reporting on compliance monitoring and testing, as well as drafting and updating compliance policies and procedures.Manage outside counsel and compliance vendor(s) in effectively managing the compliance department resources.Report and escalate as needed compliance findings arising from compliance reviews, customer complaints or Audit/Regulatory findings maintain collaborative alliances with all Credit Union business lines to ensure that compliance risks and red flags are identified and communicated prior to implementation of new/changed products and services.Monitor and administer supplemental compliance training, as needed, for applicable staff throughout the Credit Union.Review and assist in drafting responses to member complaints.Review marketing materials for consumer compliance issues.Periodically report to Senior Leadership Team, by compiling information regarding the Compliance Programs and providing status updates in sufficient detail for the Board and Senior Management to exercise their oversight and governance responsibilities, including industry trends and/or highlights.Liaise with examiners during compliance examinations and auditors during compliance audits.Perform special projects and additional duties and responsibilities, as required and directed.Review and analyze new laws, regulations and regulatory guidance for impact on business owners or systems.Direct departmental staff responsible for compliance in the course of their daily work, ensuring that staff is fulfilling all required functions in a timely, efficient and effective manner.Perform other duties as required.Requirements :

Bachelor's degree or an equivalent combination of education and banking (credit union preferred) compliance related experience preferred, JD, CRCM, NCCO-NAFCU Certified Compliance Officer, and NACHA or similar certifications a plus.Minimum 5 - 10 years of consumer compliance experience preferably at a credit union subject to NYDFS supervision.Demonstrated basic Microsoft Office skills specifically Word, Excel, and PowerPoint.Knowledge of federal and state consumer compliance laws and regulations.Strong research, project management, organizational, analytical, and problem-solving skills.Excellent written and verbal communication skills.Ability to work independently with minimal supervision.Strong interpersonal skills.Possess a strong sense of urgency.Effectively sets priorities, allocates resources, takes accountability and achieves results.Attentive to deadlines and details.Highly ethical.

Competencies :Knowledge of federal and state laws and regulations pertaining to consumer protection and applicable state laws, including, but not limited to, CRA, HMDA, FDCPA, FCRA, FACTA, RTFPA, E-SIGN, TCPA, SCRA, MLA, TILA, RESPA, SAFE Act, FDPA, UDAAP, REG AA, REG B, REG C, REG CC, REG D, REG D, REG E, REG GG, REG O, REG P, REG V, REG X, and REG Z.Ability to understand and analyze laws and regulations.Ability to read, analyze, and interpret general financial data.Communicate issues to Compliance Officer and other stakeholders an effective manner.Computer literate; fluency in Microsoft Office programs, especially excel.

Salary: $120,000 to $130,000
