THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $168,000.00 - $178,000.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF COMPUTER SYSTEMS MANAGER.
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
ACS' Office of Information Technology (OIT) is responsible for providing high-quality, reliable, and sustainable technology services as well as IT support to meet the needs of the families and children we serve through ACS, its vendor partners, and other City agencies. Within OIT, the Infrastructure and Support Unit provides, manages, and supports the Agency's technology infrastructure, software, and services. The unit comprises of the Service Desk, IT Technical Support, Production Support, Infrastructure, and Telecom Management.
The Infrastructure Team is responsible for Network and Server Support for 7,000 agency users at 38 ACS locations who rely on the availability of the servers and storage infrastructure to perform their day-to-day functions. In line with this mission, ACS is actively searching for a dynamic and experienced Executive Director of IT Infrastructure to provide leadership within OIT.
The responsibilities of the Executive Director for IT Infrastructure will include, but will not be limited to:
IT Infrastructure Oversight:
- Oversee all technical aspects and resources within the Infrastructure Team (Server, Network, and IT Operations) for the purposes of organizational operations, growth, and establishment of a technological vision focused on customer service, cost control and efficiency, and technology maturity.- Proactively identify opportunities to improve the efficiency of IT resources and the internal customer experience by utilizing the newest technologies and planning for expansion of existing capabilities. Efforts will include consolidation, tracking, utilization, and efficiency of all enterprise-wide IT resources.- Provide Agency communications for any severe incidents, and/or responses.
Leadership:The Executive Director of IT Infrastructure will provide leadership and accountability for the following groups:
Server Operations:- Oversight and management of Server Computer Services currently consisting of 500+ physical and virtual servers distributed across various locations, including a primary datacenter, remote sites, and private/public cloud services.
Network Operations:- Oversight and management of Network Services, covering all aspects of network integration, data and voice services, and network security.
IT Operations:- Oversight and management of IT Operations, covering all aspects of Data Protection, Server and Network Monitoring Services, IT Asset & Technology Rooms Management, and IT hardware lifecycle management from onboarding to decommission. This group is also responsible for continuous support of the Surveillance Security Services, which is integrated into the data network.
Solutions Architecture:- Define, maintain, and implement solutions that will add new services or improve existing services in enterprise, ensuring solutions are successfully implemented with other solutions in production.
The candidate specific duties will include, but will not be limited to:
- Manage Enterprise-scale networks, supporting multiple services and heterogeneous production systems operation environments.- Provide strategic leadership and hands-on tactical support in advanced Systems Implementations and Operations.- Manage Enterprise-scale VOIP, video conferencing, and streaming networks supporting multiple services.- Ensure we have the right SLAs, Disaster Recovery, and Business Continuity Plans in place within the enterprise while adhering to Citywide policies.- Lead with a continuous improvement mindset that consistently identifies and implements operational changes to elevate the effectiveness and scale of the Infrastructure Team.- Solicit and review user feedback and input to ensure user needs are being met and incorporated into IT operational improvements by following IT guidelines and standards.- Provide comprehensive and detailed metrics on support levels, SLAs, etc. to improve IT responsiveness.- Address improvement opportunities to justify additional headcount, create documentation, service baselines, and track changes.- Lead Business Continuity Management Planning and identify improvements as it relates to the Enterprise Infrastructure.- Assure adherence to established Citywide technology practices and policies regarding Architecture, Systems Configuration, Service Availability, and Operational Procedures.- Ensure all infrastructure changes are thoroughly prepared, reviewed, discussed, and adhere to our change management practices.- Own our technical architecture footprint from a documentation standpoint, ensuring it is kept up-to-date, and communicate with the Executive Leadership Team.- Mentor Infrastructure Team members and provide constant feedback and improvement.- Manage relationships with different divisions within the Agency and with New York City and New York State agencies to ensure proper service delivery to our users.- Analyze data and produce various reports on different schedules for management review.- In-depth experience in leading the end-to-end process for solutions designs, budgeting, testing, deployment/ implementation, and future expansion/improvements.

Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
