affordable property Recertification
Specialist
for our
305-unit
residential property located in
Newark, NJ.
TheCompliance Specialist performs all management duties associated with certifications for programs such as Section 8 Housing Choice Vouchers, Family Self Sufficiency, Moderate Rehabilitation, HOME, Rural Development, Low Income Housing Tax Credit, and other programs or projects owned or managed by the Housing Authority. The Compliance Specialist will accurately maintain a caseload of program participants under HUD Section 8 regulations, other program requirements, and Housing Authority policies.
Duties and Responsibilities
Process eligible households for rental assistance and affordable housing programs. Process the applications and information received from the Property Manager and determine eligibility for the programVerify income, assets, medical or unusual expenses, and assisted dwelling information. Enter data in OneSite, generating rent, utility allowance, and escrow calculationsPrepare necessary forms for the Property Manager to secure signatures to finalize agreements between tenants, owners, and the management agentMaintain participant contact by phone and mail. Assure that participants are fulfilling their responsibility in providing accurate verification and timely submission of other necessary documentsPerform annual reexaminations, as well as computing interim rent changes. Assist participants in completing and signing all papers related to beginning housing assistance, interims, and annual re-certifications, explaining in easily understandable terms to ensure compliance with program rulesComplete all work according to established Multifamily Management Services proceduresEstablish, maintain, and update various logs and books related to the orderly maintenance of records. Ensure all computer records of all tenants are accurate and current. Promptly and accurately maintain all file documentation within OneSiteResolve program abuse allegations, review public records, investigate as directed, and issue program warning or notice of termination as warrantedInform manager(s) of program requirements including Housing Quality Standards (HQS). Process rent abatement as requested by inspection. Terminate HAP contract as warrantedPrepare monthly reports and attend meetings as necessary and requiredPerform other related essential duties and tasks as assignedOther duties as assignedQualifications for this position
Three years' experience with low-income, senior, or housing-related programsCertified COS, TCS, MORS, BOS, CMH, or AHM (preferred)High School DiplomaKnowledge of rental assistance and affordable housing programsThe ability to read and understand technical documentation such as federal housing regulations and associated policies and proceduresProven written and verbal communication and interpersonal skillsReasonable knowledge of the community, social and economic resources available to low-income and elderly individuals, with emphasis on resources as they apply for housingAbility to learn and follow regulations, policies, and procedures of the HUD and LIHTC programsAbility to maintain the confidentiality of tenants and landlordsAbility to work harmoniously with other employeesAbility to work with diverse ethnic and low-income families in a professional mannerSecond language is a plus
