REPORTS TO:

Chief Financial Officer

DEFINITION:

Performs daily, monthly and year-end professional accounting duties for the Title II grant. Reviews and analyzes reports, prepares annual consolidated financial statements and monthly financial projections. Prepares financial reports. Processes payroll/stipends for professional learning activities. Participates in year-end audit of grant funds. Performs other related duties as assigned.

EXAMPLES OF DUTIES:

Prepares financial statements and monthly projections for all Title II grant funds.Prepares detailed reconciliations of revenue and expenditures of all grant funds. Verifies and reconciles information housed in payroll and financial systems.Assists departments who are recipients of the Title IIA grant with reconciling office-based budgets and maintaining proper fiscal compliance records.Reviews expenditure transactions submitted by office personnel for compliance with procedures and State financial reporting requirements.Develops annual budget requests and applications for the department.Reviews and monitors grant expenditures of the department. Maintains grant budgets in the automated financial system.Processes payroll/stipends for professional learning activitiesPrepares MSDE financial and programmatic reports e.g. budget amendments, interim, annual, and final reports plus annual financial reports. Prepares correcting journal entries and year end journal entriesSupports the Grant Manager in developing training materials related to time and effort and other compliance requirements for office/department heads.Participates in the training of office/department heads related to fiscal compliance.Supports the Grant Manager in conducting financial activity analyses and projections as necessary.MINIMUM QUALIFICATIONS:Education, Training, and Experience:Graduation from an accredited college/university with a bachelor's degree in accounting or related field. One year of professional accounting experience. Experience in governmental accounting preferred. Experience in grant and/or Title II administration preferred. Experience with the AMS Advantage Financial software desired.

Knowledge, Skills, and Abilities:Thorough knowledge of GAAP and standard accounting business practicesKnowledge, skills, and abilities in organizing, prioritizing, analyzing, presenting, and maintaining data, both electronic and paper.Knowledge, skills, and abilities in use of spreadsheets, word processors, and databases.Skill and ability to communicate effectively orally and in writing.Skill and ability to maintain accurate records and produce necessary reports.Ability to train fiscal and office personnel in the use of accounting software and established BCPS and Title II policies and procedures.Ability to work independently and perform assigned accounting responsibilities with a minimum need for direct supervision and review.Ability to establish and maintain effective working relationships with others.

CONDITIONS OF EMPLOYMENT:May be required to work additional hours with little or no notice.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:The work of this class is generally sedentary and performed in an office environment.Requires the use of computers and other office equipment.

All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
