Job Description

The New York City Department of Buildings ("DOB") Licensing Background Unit conducts complete license qualifications review of the character and fitness for construction trade license applicants.

The Licensing Background Investigators review qualifications for more than 21 trades and can conduct more than 2500 annual background investigations.

DOB seeks an experienced individual to serve as an Investigator in the Licensing Backgrounds Unit. The ideal candidate has proven work experience conducting research and investigations and has the ability to interpret and understand legal and non-legal topics.

Under supervision, with latitude for independent initiative and judgment, conducts investigations and research pertaining to construction trades licensing for DOB. The responsibilities of the Licensing Backgrounds Investigator include, but are not limited to:

-Research, request and obtain relevant documentary evidence from individuals and businesses.-Ability to comprehend New York City Administrative Codes, Laws, Rules and Regulations, as well as DOB policies and procedures.-Utilize electronic research databases to investigate pending applicants.-Utilizes computer systems to assist in the processing of investigations and maintain case records.-Respond to, and address written and verbal inquiries from the public.-Work on various special projects and tasks as assigned by the Director of Licensing Backgrounds.

Only permanent Investigators, applicants who are reachable on the Investigator open competitive list, applicants who passed the Investigator portion of New York City Bridge Exam No. 2978, and applicants as indicated below will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York

Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and three years of satisfactory full-timeexperience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment; or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or

2. An associate degree from an accredited college or university or 60 semester credits from an accredited college and two years of satisfactory full time experience as described in "1" above; or

3. A baccalaureate degree from an accredited college or university; or

4. A satisfactory combination of education and/or experience equivalent to "1", "2", or "3" above.
