Burbank's fast-paced and growing Procurement Services Division within the Financial Services Department is seeking an experienced professional for our new Administrative Analyst I position, with five (5) years of experience in finance or procurement/purchasing. Ideal candidates will have a combination of experience and education equal to a Bachelor's degree, exceptional Excel and analytical skills, and a solid understanding of financial practices within a municipal setting. This role involves day-to-day management of the City's purchasing card program, verification of data and references related to managing vendor financial profiles, performance of ad hoc project management and reporting, strong problem-solving abilities, and excellent verbal and written communication skills. Professionalism and a dedication to superior customer service are crucial, as the position requires frequent collaboration with the 15 City departments we serve.

Under general supervision, to assist with a variety of routine administrative, operational, research, financial, and analytical tasks; and perform related work as required.
Essential Functions
Assists with basic research, studies, surveys, and data gathering; prepares written reports and may assist in the preparation of presentations; assists with the implementation of existing policies, procedures, and practices, including routine personnel policy; assists in budget preparation, expenditure monitoring, and routine performance measurement monitoring; writes legislative correspondence; assists with responses to departmental and citizen inquiries; may assist with implementation of and compliance monitoring for contracts; may supervise, train, or evaluate employees upon completion of supervisory training course(s) as determined by the direct supervisor or department manager; may assist with community outreach or the administration of community programs; may serve as staff to elected officials; may drive on City business.
Minimum Qualifications
Employment Standards:
Knowledge of basic principles of public administration, governmental budgeting, and fiscal management; principles and practices of sound personnel management and supervision; basic research methods and analytic techniques; applicable federal, state, and local laws and legislation; modern office methods and procedures; spelling, grammar, and punctuation.
Skill in operating modern computers and related software; understanding and accurately following oral and written instructions.
Ability to conduct basic research and compile data; compile and analyze basic financial and budgetary statements and reports; communicate effectively, both orally and in writing; prepare written reports and related documents; interpret technical documents; establish and maintain effective working relationships with supervisors, fellow employees, the public, and outside agencies; receive confidential information and maintain confidentiality.
Education/Training:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. Example combination includes, but is not limited to graduation from an accredited college or university with a bachelor's degree in public administration, business administration, or a work-related field.
License & Certificates : A valid California Class "C" driver's license or equivalent may be required at time of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

The Administrative Analyst position provide professional level administrative coordination services and will be responsible for moderating the procurement card program for the entire City, training employees on its use, acting as the subject matter expert and contributing to the safety and security of our electronic funds transfer (EFT) records in collaboration with Accounts Payable and the City Treasurer's Office.
