Areas of Responsibility and Job Requirements:
Oversees Compliance Specialists. Leads and directs the work of others to ensure compliance needs are met. In addition, has a portfolio of their own units to complete recertifications and the list of other items under the compliance Specialist. When applicable, ensure compliance with all Public Housing Authority's (PHA) regulatory and leasing requirements for a Section 8 Project Based Voucher (PBV) property.
Responsibilities include, but are not limited to:
Directly supervise Compliance Specialists.Ensure appropriate leases are signed by residents.Submit leases online to PHA in a timely manner.Ensure lease charge adjustments are updated based on PHA rent determination.Complete and submit monthly reporting required by senior management and the PHA.Maintain property vacancy list and PHA provided applicant waiting list.Prequalify income & screening of applicant referrals for unit vacancies.Track and maintain all transfer inquiries and work with PHA on processing requests.Handle the collection of rent payments and security deposits.Assist residents with annual and interim recertification requests to PHA.Performs additional duties as assigned/needed.Minimum Education Requirements:
High School Diploma or equivalentBachelor's degree, preferred.Minimum Years of Experience Required:
5+ years' management experience in affordable multi-family leasing or compliance in affordable housing with recertification experienceAdditional Knowledge, Skills and Abilities:
Must be fluent in Mandarin and/or Cantonese (must be able to read, write, and speak proficiently).Proficiency in computer applications including Microsoft Office MS Excel, requiredProficiency in Yardi Affordable, required, and experience with entering lease chargesBlended Section 8 &Tax Credit Certification, requiredGeneral knowledge of property management department functions such as: A/P and A/R, various housing subsidies, rent stabilization, leases, site marketing, and unit leasing, requiredKnowledge of Section 8 rent determination.Experience in supervising staff, preferredStrong organizational skills with high attention to detailMust have excellent communication skillsBilingual, Spanish is a plus.Competencies/Essential Job Functions:
This position consists mainly of sedentary work. The position may require exertion of up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The role involves sitting most of the time.
The incumbent is required to have close visual acuity to perform activities such as: viewing a computer; extensive reading and visual inspection involving small defects. The incumbent is also required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
This role frequently requires incumbent to talk and hear, expressing or exchanging ideas by means of spoken work and the ability to receive detailed information through oral communication, and to make distinctions in sound.This role occasionally requires incumbent to climb, balance, stoop, kneel, crouch, crawling, reach, stand for long periods of time, walk, push, pull, feel and touch objects with fingers, palm, and hands and to lift up to 10 pounds.Work Environment:
The incumbent may occasionally be subject to environmental conditions (protection from weather conditions, but not necessarily from temperature changes.
The incumbent may occasionally be subject to noise sufficient to cause the worker to shout in order to be heard above the noise or vibration.
