Job Duties
Virginia Correctional Enterprises (VCE) is a manufacturing and service agency that is focused on providing meaningful jobs and work skills for offenders and offering quality goods and services to our customers. For more information on our products, services and locations visit govce.net The purpose of position is to procure goods and services utilizing knowledge of procurement according to the policies and procedures of the Virginia Public Procurement Act and the Agency Procurement and Surplus Property Manual. Maintains sources of supply and promotes small, women-owned and minority-owned businesss programs. Serves as first point of contact for eVA related issues and concerns as well as general procurement questions from agency staff. Provide procurement consultations to Agency customers to ensure needs are met. Assist and support manufacturing operations as needed to achieve strategic objectives for quality products, accurate and complete orders within the delivery time specified. This position is required to complete and submit a Statement of Economic Interest.
Probationary Period: If hired by VCE you will start or restart a 12-month probationary period. This is for all New Hires, Transfers, returning State Employees.
Minimum Qualifications
Proficiency in computer keyboarding and MS Word, Outlook, and Excel. Skill and experience in planning, organizing, record-keeping, purchasing, problem solving, and training. Ability to effectively manage time, maintain attention to detail, prioritize, and make decisions. Ability to work independently, resolve problems, and perform effectively in complex work situations that involve multi-tasking and procedural requirements. Ability to communicate clearly both orally and in writing, listen effectively, and handle difficult situations. VCA certification. High School Diploma or GED. Knowledge of the public procurement process, contract administration, the Agency Procurement and Surplus Property (APSPM), the Electronic Procurement System eVA, and the Virginia Public Procurement Act (VPPA). Knowledge of Cardinal, Virginia's electronic accounting system, and Small Purchase Charge Card Program (SPCC). Experience in general business, contract administration, strategic planning, resource allocation, raw materials, production processes, quality control, costs, and other factors impacting the manufacturing and procurement of goods and services. Knowledge of sources of supply, price indices, and contract administration.
Additional Considerations
Considerable experience with Virginia's electronic procurement system (eVA) and accounting system (Cardinal). Working knowledge of Surplus Property policies and procedures. Experience with the Works SPCC program. Virginia Contracting Officer (VCO), or other purchasing certification. Must obtain State certification as a VCO within one year of employment
