The duties of this position are performed remotely as well as at our central office in Salem. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

What we are looking for:
As the Procurement & Contract Specialist 1, you will provide procurement support to the Protection Contract Service Unit's task of contract administration of the Agency's Incident Resource Agreements (IRA) which provide ground resources used for wildland firefighting. Procurement activities include:Specification developmentApplication reviewExecution of agreementsCompliance monitoringTrainingResponding to inquiries from contractors, agency staff and the publicVerification of contractor adherence to the agreementReview of non-compliance reports from fire incidentsIssuance of contractor compliance noticesRecommendation of appropriate remedial actions.Minimum Qualifications
Three years paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support.
OR
A bachelor's degree will substitute for the experience
*A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.
Note:
Driver's License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver's license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.
Desired Skills:
Ability to exercise discretion and independent judgment.Ability to interpret all records and documents, application of relevant law, and methods for remedy of areas of non-compliance and methods to pursue compliance.Effective decision making.Understanding and knowledge of the principles and methods of governmental contracting.Ability to effectively communicate information and ideas in writing so others can understand.Ability to use computer skills to enter, update, correct, generate, research, and retrieve information.*Preference may be given to applicants who have DAS Oregon Procurement Basic Certification and/or DAS Oregon Contract Administration Certificates.
