Markets Operations at Citi has embarked on a significant, multi-year transformation covering all aspects of designing and delivering a future state target operating model: risk and controls, regulatory compliance, process re-engineering, automation, people and culture, data transformation, technology investment and client service. This is a large and complex undertaking.
The Markets Operations Transformation team has been formed to support stakeholders both within Operations and across the bank, to design and deliver this multi-year transformation roadmap. Our transformation is underpinned by strategy, investment, change execution and a market-leading operations change delivery team focusing on program and project management, business analysis, process re-engineering, low code application development and PMO.
The team is currently recruiting for a program manager at SVP level to lead a global initiative across Futures and OTC Derivatives. The program consists of two broad strands. The first is a remediation activity across CCPs spanning data, controls, regulatory, reporting and it crosses trading, operations and product control processes. The second stream will focus on a re-engineering of the end to end BAU process and implementing of a new go-forward operating model which will include people strategy, process/controls and technology.
Ideal candidates will be comfortable getting to grips with the subject matter at hand, working with stakeholders on thought leadership as well as bringing to bear the expected disciplines, standards and deliverables of a program manager.
Responsibilities:
Sets up and manages the program governance, comms and stakeholder management.
Drives planning and coordination of day-to-day activities across the program
Identifies stakeholders and key organizations and builds and manages relationships.
Directs the creation of multiple streams of work and manages their alignment to business goals.
Leads the identification and drive resolution of issues, including those outside established programs of work.
Works with stakeholders to ensure program scope definition meets operations objective, ensuring requirements are clearly documented, are strategic and are well understood by all stakeholders.
Works with sponsors to ensure business case/cost benefit analysis is in line with business objectives and that there are trackable, tangible benefits and associated KPIs.
Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
Directs the identification of risks which impact program delivery and ensures mitigation strategies are developed and executed when necessary.
Manages multiple teams or a functional area (depending on size of program).
Ensures creation and signoff of program plan and charter, benefits management plan, stakeholder management plan, acceptance plan, and central program issue log.
Ensures program plans meet business needs as described in the program initiation documents.
Ensures funding has been approved for the program.
Ensures all areas of the program are appropriately staffed.
Ensures program commitment from those assigning resources.
Escalates program risks through agreed governance channels.
Ensures vendor performance is monitored and actions taken if performance warrants.
Works collaboratively with technology, ensuring there are clear delivery plans aligned to Operations strategic requirements and holds delivery plan owners to account.
Appropriately assesses and manages risk.
Qualifications:
10+ years of experience, including 5+ years' managerial experience
Demonstrate a consistent track record having worked as a Program or Project Manager, Program Lead, PMO, managing teams and large, strategic cross-functional projects
Strong working knowledge of global markets (ideally OTC Clearing and Listed Derivatives flows) and global markets operations
Prior markets operations experience a significant plus
Prior experience of risk and controls remediation and re-design a significant plus
Education:
Bachelor’s/University degree or equivalent experience, potentially Masters degree
CAPM, PMP, PgMP and/or MBA are a plus
